中文摘要:摘 要 现代管理学大师彼得.德鲁克曾说过“企业只有一项真正的资源,那就是人”,“所谓企业管理,最终就是人力资源管理。人力资源管理,就是管理的代名词。”可见,人力资源及其管理是企业生存和发展的最根本要素。长期以来,我国企业存在着人力资源管理观念相对陈旧、管理手段落后等问题。特别是国有企业,人力资源管理水平有待提高。因此,如何加强企业人力资源管理工作水平是摆在我国各企业面前的一项重要战略性任务。 人力资源管理涉及的内容很多,而随着企业赋予人力资源管理任务的加重,人力资源管理工作为适应企业需要经历了几个阶段,从简单的事务性处理到现在成为为企业的战略实现提供支持与决策服务的职能,其管理职能和管理观念的转变是要通过先进手段才能实现的,即建立在先进技术基础上的信息化管理系统。对于一个特定行业的企业是如何通过信息化手段提高人力资源管理水平的,完善有效的信息化的人力资源管理系统是如何构建的,在管理实践中又是怎样实施和运用的,这些问题是本论文所要研究的课题。 随着我国加入WTO,中国烟草企业面临着国际控烟组织和国外烟草巨头竞争双重压力,人力资源及其管理已成为企业生存和发展的最根本要素。由于烟草企业长期以来处于垄断地位,人力资源管理仍具有某些计划经济的特征,而面对当前日益激烈的市场和人才竞争,必须不断强化人力资源管理的效能。其中,基于计算机和网络技术的人力资源管理信息化建设成为提升企业管理水平,提高工作效率,促进企业核心竞争力提升的有效途径之一。 天津烟草公司是全国烟草行业中的一家省级烟草专卖局(公司),主要负责天津市行政区划范围内的卷烟销售和卷烟专卖管理工作,是一家非常典型的国有企业。国有企业的性质,决定其在人力资源管理方面一直存在着行政管理的特点,显然这种人员管理模式与整个烟草行业越来越强烈的市场化走向相悖不顺。随着烟草行业改革的不断深入和行业持续稳定健康发展,人力资源在发展中所起到的作用越来越明显,这就给企业提出了实现由传统人事管理向人力资源管理转变的管理要求,那么如何转变管理模式、解决实际工作中存在的问题、适应企业发展的需要是天津烟草人力资源部门亟需要解决的问题。而通过人力资源管理信息化建设很好地解决了企业人力资源管理中存在的诸多问题,适应了企业的发展。 本论文在理论与实践相结合的基础上,通过文献梳理,首先对人力资源管理信息化及其发展历程、主要功能、实施特点及现实应用进行了介绍。随后采用个案法,通过对天津烟草公司人力资源管理信息化的构建和实施情况,系统论证了信息化为该企业人力资源管理活动带来的巨大价值,对建设过程、实施原则、建设内容、实施管理及实施后的初步效果进行了详细的分析。最后总结了人力资源管理的特殊性,实施中遇到的问题及解决的办法,也提出了系统功能的改进和提高需要结合实际进一步研究解决的展望。 全文共分六章: 第一章 导 论:论述了本文的研究背景与研究意义,介绍了全文研究思路与论文结构。 第二章 相关概念与研究综述:通过文献分析,总结了人力资源管理信息化的相关概念,人力资源管理信息化的内涵和人力资源管理信息化的基本功能,随后分析了人力资源管理信息系统的实施特点与应用现状,人力资源管理信息化的实施优势、实施成本及具体的人力资源管理信息系统应用现状是什么,指明了当点企业人力资源管理信息化的实际应用情况,是本文研究的理论依据。 第三章 天津烟草公司发展背景及引入人力资源管理信息化的必要性:从天津烟草公司发展背景出发,分析了天津烟草公司人力资源管理发展历程,公司人力资源管理特点及存在的问题等,结合企业人力资源管理工作实际,引出该企业人力资源信息化建设的必要性,同时通过分析必要性,结合管理工作中存在的问题和解决问题的方法,提出了人力资源管理信息化建设的目标,是人力资源管理信息系统构建的基础和准备。 第四章 天津烟草公司人力资源管理信息系统的构建:首先分析了系统构建的步骤,包含构建前的准备阶段、构建的具体实施阶段、构建后的完善阶段等内容,随后分析了人力资源信息化建设的内容与特点,结合人力资源管理各方面职能工作和具体目标,包含组织机构和人员信息库建设内容、办公信息库建设内容、知识信息库建设内容,同时详细论证了各模块之间的关联和关系,总结了企业人力资源信息化系统的特点,这一章是本论文的重点研究内容之一。 第五章 天津烟草公司人力资源管理信息系统的实施:具体分析了天津烟草公司人力资源管理系统的实施方法、实施过程中存在的问题以及解决问题的办法,并通过总结整体实施过程,详细论述了在人力资源管理系统实施中应注意的问题。随后分析了该企业人力资源信息系统的管理问题,包括明确使用主体的责任、用户及权限管理方面的规定、信息系统的安全管理与监督和信息系统中数据使用的规定等内容。最后,论述了天津烟草公司人力资源管理信息系统建设取得的初步成效,主要包括:建立日常管理平台、规范数据标准,统一系统平台、 改变管理理念和发展理念、为领导决策提供支持等成效。这一章也是本论文的重点研究内容,且主要解决了实际操作问题,具有较强的现实指导意义。 第六章 结 论:对本论文进行了结论,并得出了研究结论,同时对未来研究提出了展望:那就是这一系统是如何跟随该企业的人力资源管理工作水平的提高而改进和完善的,这将是笔者进行下一步深入研究的课题。 通过本文的研究,旨在为我国烟草行业人力资源管理信息化建设总结经验,并为相关企业提供借鉴。 关键词:烟草企业 人力资源管理信息化 eHR  
英文摘要:Abstract Modern management guru Peter F. Drucker once said "enterprise only a real resources, that is the human resource," "the enterprise management, finally is human resources management. Human resource management is management pronoun." Visible, human resource and its management is enterprise's survival and development of the most fundamental elements. Long-term since, our country enterprise exists in human resource management concept relatively old, backward management etc. Especially in state-owned enterprises, the human resources management level should be further enhanced. Therefore, how to strengthen enterprise human resources management level is placed in front of our enterprises is an important strategic tasks. Human resources management involves many issues, and with the enterprise give human resource management tasks aggravating, the human resources management work in order to adapt to the enterprise needs underwent several stages, from simple routine treatment until now become for enterprise's strategy to provide support and realize the decision-making service functions, its management function and management concept of transformation is through the advanced measures to realize, namely, to establish in advanced technology on the basis of the information management system. For a specific industry, the enterprise is how through informationization technology and improving the level of human resources management, perfect effective information human resource management system is how to construct, in the business management practice again how implementation and application of these problems, this paper is to research topic. With China's accession to the WTO, China's tobacco industry is facing international tobacco control organizations and foreign tobacco giant competition double pressures, human resource and its management has become the enterprise survival and development of the most fundamental elements. Due to tobacco enterprise has long dominated, human resources management still has some characteristics of planned economy, while facing the intense market and talent competition must constantly strengthening human resources management efficiency. Among them, based on the computer and network technology of human resources management informationization becomes promote enterprise's management level, improve work efficiency, and promote enterprise's core competitiveness one of the effective ways. Tianjin tobacco company is the tobacco industry in a provincial tobacco monopoly bureau (company), mainly responsible for tianjin administrative divisions within the scope of the cigarette sales and tobacco monopoly administration work, is a very typical of state-owned enterprises. The nature of state-owned enterprises, determine the management of human resources have existed the characteristics of administrative management, obviously this personnel management mode and the whole tobacco industry is more and more intense marketization towards antis setbacks. With the deepening reform of the tobacco industry and industry continuous, stable and healthy development, human resources in developing its role is more and more apparent, this give enterprise proposed realized from the traditional personnel management to the human resources management of transformation of management requirements, so how to change the mode of management, to solve the problems existing in the practical work, to adapt the development of enterprises need tianjin is tobacco human resources department urgently needs to solve the problem. And through the human resource management informationization solves enterprise human resources management existed the question, adapt to the development of the enterprise. This thesis in combining theory with practice, on the basis of literature review, first by for human resources management informationization and the development course, main function, implementation features and real application were introduced. Then, by using case method of tianjin tobacco companies human resource management informationization construction and implementation, the system of information into the demonstrated enterprise human resources management activities with the great value of construction process, implementing principles, construction contents, implement management and implementation after the initial results were analyzed in detail. Finally summarized the human resources management in the implementation of the particularity of the problems encountered and the solution, but also put forward system function and improve need further study and solve practical prospect. The article is divided into six chapters: The first chapter lead theory: the paper discusses the background and significance of the research, this paper introduces the research idea and full paper structure. The second chapter related concept and research summary: through the literature review, this paper summarizes the human resources management informationization related concepts, human resources management informationization connotation and human resource management of informationization of function, and then analyzes the human resource management information system implementation features and application status of human resource management informationization implementation advantage, implementing cost and specific human resource management information system application situation, what is specified when some enterprise human resources management informationization is the application, this paper studies the theory basis. The third chapter tianjin tobacco companies development background and introducing the necessity of human resource management information from tianjin tobacco companies development background, this paper analyzes the tianjin tobacco companies human resource management development course, the company human resource management characteristics and existing problems, combining enterprise human resources management work reality, leads to this enterprise human resources information construction necessity, at the same time analyzed the necessity, combined with the problems existing in the management of and methods to solve the problems, puts forward the human resources management informationization construction goal, is human resource management information system construction of foundation and preparation. The fourth chapter tianjin tobacco company human resource management information system construction: firstly analyzed system construction steps, contains the preparation stage, building construction before the implementation stage, constructing the perfect stage after the content such as human resources, and then analyzes the informatization construction of the contents and features, the union human resources management aspects functions work and specific target, including organizations and their staff information base construction content, office information base construction content, knowledge information base construction content, as well as detailed demonstrates the correlation between each module and relationships, summarizes the enterprise human resources information system characteristic, this chapter is this thesis research emphasis on one of the contents. The fifth chapter tianjin tobacco company human resource management information system implementation: concretely analyzed tianjin tobacco company human resource management system implementation method, during the process of implementing the existing problems and solutions to the problem, and through summarizing the overall implementation process which was described in detail in the human resources management system implementation in the problem that should notice. Then analyzes the enterprise human resources information system management problems, including the use of main body of responsibility, a clear user and popedom requirements, the information system security management and supervision and information system data using the regulations, etc. Finally, the author discusses the tianjin tobacco company human resource management information system construction has made the preliminary achievements mainly includes: establishing daily management platform, standard data standard, unified system platform, change management concept and the development idea and provide support for leadership decision-making results. This chapter also of this paper focuses on the research content and main solved practical operation problems, with strong practical significance. The sixth chapter theory: this paper made conclusion, and draw the conclusion, also for future study forward prospect: is that this system is how to follow this enterprise human resources supervisory work to raise the level of and improve and perfect, this will be the next in-depth research topic. The research in this paper is aimed at the tobacco industry in China human resource management informationization construction, and summarize the experience for related businesses provide reference.
