中文摘要:人力资源是工程项目三大资源(人力、物力、财力)之一,因此对它的管理是工程项目管理中极为重要的一个方面。人力资源配置效益的高低直接影响企业资源的合理利用和整体配置效益,它是决定企业能否持续、稳定、快速发展的关键因素。 人力资源配置是否合理,无论是对企业的短期绩效还是长远发展都有重大影响,应予以足够的重视,因此企业构建一套适合的人力资源配置方法是十分重要的。本文的研究对象B企业主要以从事项目代建为主,其业务、市场近几年来增长迅速,但是在项目管理人力资源配置上还存在相当多的不足,面对竞争日益激烈的外部环境和员工结构不稳定的内部压力,企业决策者越来越感受到进行科学有效的人力资源配置的重要性和迫切性,因此建立一套科学有效的人力资源配置系统是十分急需的。 本文在借鉴国内外研究成果的基础上,对代建制项目人力资源管理的内涵、特征进行了界定和表述,阐述了代建制项目人力资源管理模式研究的目的和意义。在此基础上以B企业为研究对象,围绕代建制工程项目人力资源管理的组织规划、人员配备和团队建设进行了深入研究,实证分析,进一步论证了该模式的可行性和可操作性。 
英文摘要:Human Resource is one of the three resources projects, so the Human Resources Management is the very important aspect of project management. The level of Human Resources configuration will affect the source management and even the whole enterprise benefit which makes it the main factor on determining whether the enterprise can develop continuously, steadily and rapidly. The reasonable configuration of human resources has big effectiveness on the development of both short term and long term benefit of the enterprise which we should keep a close eye on it. Therefore, it is vital for enterprise constructing a set of suitable human resources configuration system. The main business scope of B Company is on behalf of Construction Agent. Its business and marketing have made the rapid progress in recent years, but the company still has many shortcomings on project human resources configuration. The decision-makers of enterprise has aware of the importance and urgency of constructing a set of scientific and effective human resources configuration system by facing the intensive competition from outside environment and unstable employee structure within it. On referring the result of domestic and foreign researches, author defines and states the features and content of System of Construction Agent human resources management, as well as elaborates the purpose and meaning of its research pattern. Put B Company as study object, focusing on human resources management, organizing, staffing and team building of building project, author makes deep research and analysis to demonstrate the feasible and operational of this pattern.
