中文摘要: | 在知识经济时代,企业的信息化水平对企业的效益、效率都产生极为重要的影响。如何更好地促进当前的企业信息化建设,拥有有能力的IT人才和持续的IT培训成为企业信息化发展必不可少的条件,同时也是一项重要的人力资本投资。但是不管企业当前在培训上花费了多少资金,作为培训结果,员工表现的前后变化程度并不总是符合管理层的期望。因此如何衡量和评估IT培训的效果成为一个重要的课题,值得进行深入的研究和探讨。 本文首先回顾了关于IT培训、培训评估和知识仓库的基础理论,包括IT培训的含义、分类及意义,评估的分类和方法、培训迁移,知识库的组成、特点、功能及体系结构设计等概念。然后,回顾了我国IT培训的历史,对目前我国IT培训评估的现状进行了分析,发现其中的一些主要问题,包括企业对培训评估概念模糊、手段单一、缺乏系统的记录管理等,特别是将培训评估方法简单套用在具有特殊情况的IT培训上,这些问题的产生有些是由于企业的管理人员和人力资源部门对培训设定了错误的期望,或者在培训初期对培训需求就不够明确,有些则是由于仅仅通过企业自身进行评估的确难以获得准确有效的评估结果。针对这些问题,本文分析并提出解决方法即在IT培训机构内部建立IT培训评估系统来为需要IT培训服务的企业提供评估服务,同时分析了本方案的可行性。之后提出基于知识仓库的平台,依据培训评估理论,建立此IT培训评估系统的方案。方案中包括把培训评估的工作扩展到培训前期的需求分析中,以更加有效准确的确定企业客户需要培训的内容,然后通过培训前、中、后三个时期的综合测试和评估更加准确的反映受训员工参加IT培训前后的变化程度。 以往的研究多专注于企业人力资源部门的评估职能,而本文提出由IT培训服务机构将IT培训评估作为一项服务提供给企业,但在评估的过程中要重视和充分利用企业和受训员工的意见,将三方意见加权汇总,系统分析得到最终的评估结果。这种评估方式为IT培训服务机构带来了新的服务管理系统,帮助其创造了新的市场竞争优势,为其进一步的发展壮大提供了更加有效的途径。 | |
英文摘要: | In the era of knowledge economy, the level of the enterprise informatization has extremely important influence on the effectiveness and efficiency of enterprises. How to better promote the construction of the current enterprise informatization, IT personnel and continuing IT training has become an indispensable condition for the development of enterprises. And it also is an important investment in human capital. But whether how much money the enterprises spend on training, as a result, the changes of the staff performance are not always in line with management expectations. So how to measure and evaluate the effects of IT training becomes an important issue, it is worth conducting in-depth research and discussion. This paper first reviews the basic theory on IT training, training evaluation, knowledge warehouse. It includes classification and methods of IT training and training evaluation, the concept of training transference, also function, characteristic and structure design of knowledge warehouse. And then, the history of IT training process in our country and current situation of our IT training evaluation are analyzed to identify a number of key issues, including vague concept on training evaluation, single means, and lack of the records, especially evaluating some particular cases in the wrong way. Some of these problems are due to corporate managers and human resources a department set wrong expectation. Or before the training, they don’t make sure about the staff’s training needs. The others are because it is difficult to obtain the accurate and effective evaluation results by the enterprise itself. In response to these issues, this paper proposes to establish a set of IT training evaluation system by IT training services, and provide evaluation service to enterprise. This system bases on a knowledge warehouse platform, including extending the training evaluation to the period of training needs analysis. Testing and assessment should be done three times, before, during, and after training. And by collecting these comprehensive results and data, a more accurate reflection on changes of the trained staff can be achieved. Previous studies focused more on evaluation function of Human Resources Department of enterprises, but this paper proposes that IT training evaluation should be executed by IT training services as a service for enterprise. But during the process of the evaluation, the opinions and views of the enterprise and trained staff should be taken and used widely. At last three party’s views are evaluated with the weighted coefficient and analyzed systematically to obtain the final results of the training effects. The idea of establishing an IT training assessment system and providing evaluation service to enterprise by IT training services not only creates a new market competitive advantage, but also make the further and powerful development for IT training services. | |
