中文摘要: 在现代企业不断加速创新与发展的时代背景下,人力资源已成为企业最重要的战略资源,人力资源战略已经成为企业达成组织战略的重要实现途径。人力资源不仅是发展的主导者,生产经营资源的配置者,核心竞争能力的创造者,独有知识、技术的承载者,而且是企业优良资产的管理者,优质服务的提供者和优秀业绩的创造者。人力资源数量质量已成为影响现代公司建设的重要因素。优秀的人力资源管理实践与企业的发展紧密相关。人力资源的研究学者Huselid等人的研究发现,如果人力资源管理实践的有效性从平均水平提高到高水平,企业的生产力可以提高5%。包括GS公司在内的许多国有大型企业,已经认识到人力资源管理及其战略的重要性。 GS公司是国有骨干电网经营企业,承担着促进经济社会发展,保障电力供应的基本使命。公司成立8年间,从打造国际一流企业的战略目标出发,提出了转变电网发展方式和转变公司管理方式的战略构想,以根本满足全社会的用电需求为宗旨,积极推进公司的集约化管理和纵向一体化经营,引进与市场竞争相适应的管理方式,取得了积极成效。同时,作为一个处于体制转型期、快速成长期与人员包袱沉重、结构性缺员突出并存的国有骨干企业,面对全球化的市场竞争,GS公司迫切需要从企业发展战略出发,以提升公司业绩和增强核心竞争能力为目标,引入战略人力资源管理理念,制定科学的人力资源管理战略,构建系统的人力资源管理机制,打造完善的人力资源管理平台,培养优秀的人力资源队伍。 本文结合GS公司近年来的实践,对GS公司作为国有企业所具有的普遍性人力资源状况和其自身特有的情况展开分析研究,在分析企业内外部环境、发展战略、人力资源现状的基础上,阐述了GS公司在人力资源方面存在的基本问题,运用相关理论开展剖析,提炼概括出GS公司人力资源管理战略的目标、内容体系,及其保障措施。本文的研究,期望能对GS公司和其它国有企业未来的发展具有借鉴作用。 
英文摘要:Under the fast pace of modern enterprise's innovation and development, human resources has become the most important strategic resource to enterprise, which is not only the guide of development, allocation of production and operation resources, creator of core competence, the carrier of unique knowledge, but also the manager of enterprise's assets, high-quality service provider and outstanding achievement creator. The quantity and quality of human resource has becoming a vital attribute influencing the modern enterprise's construction. Outstanding human resource management practice is closely related to the development of enterprise. Huselid, a human resource researcher, found that the productive force may enhance 5% if validity of human resource management practice increases from average level to high level. Many state-owned enterprises, including GS, have realized the importance of human resource management and its development. GS is a state-run backbone grid operation company, responsible for promoting the development of economic society and securing the supply of electricity. During the last 8 years since it established, targeting international first class enterprise, GS has proposed the strategy of transforming the way in power grid development and the way in enterprise development based on the thoughts of conglomerate and commercial operation. With the aim to satisfy the electricity demand of whole society, GS has been actively pushing forward intensive management and integrated operation, incorporate modern management model applicable to the market competitiveness. As a state owned backbone enterprise, which is in transforming and fast growing period with redundant people and structural employee shortage problems, with the aim to promote performance and enhance core competitive advantages, GS need to introduce strategic human resource management idea, make scientific human resource development plan, construct systematic human resource management scheme, create completed human resource management platform and train outstanding human resource management team. The thesis, unifying GS’s recent practice, is to study the GS's general human resource condition and its own unique condition. Based on the analysis of internal and external environment, development strategy and current human resource situation, this thesis recapitulates the basic problems and the solution based on the application of relevant theories. Wish the thesis will be advisable to the future development of GS and other state-owned enterprises.
