中文摘要：	南水北调工程东中西三条线路中，与河北省有关的是东线和中线工程。2008年10月，国务院第32次常务会议审议批准了南水北调工程可研总报告。建投水务公司作为河北省政府的投融资平台——河北省建设投资公司的水务板块投资管理主体， 抓住契机，积极参与投资南水北调河北段项目。一方面，南水北调受水区是河北省重点缺水区，为维持基本用水平衡，各地市每年超采大量浅层和深层地下水，造成水资源严重匮乏和生态的恶性循环；另一方面，目前的水务市场格局十分分散，空间布局上，相互之间缺乏交流和联系，无法形成一个统一的整体。各城市的供水和排水企业自成体系，产权归各地政府所有，各水司相互之间没有竞争，缺乏改进技术、提升管理的动力，缺乏与外地水司之间的合作。 基于以上原因，本文以建投水务公司拟参与投资南水北调河北段的运营管理为例证，分别运用理论研究和实例分析相结合、定量分析和定性分析相结合以及归纳法等研究方法，得出水务投资相对科学的专业化运营模式。 本文共分六个部分，第一部分是前言，指出本文的研究背景和意义、介绍了研究的主要内容、研究方法和得出的论文创新点；第二部分是相关投资战略理论回顾，对投资战略的分类和不同水务公司的发展战略进行了简要介绍；第三部分对建投水务公司投资现状及投资环境进行了分析；第四部分是建投水务公司拟投资南水北调河北段项目方案的构建和思路；第五部分阐述了流域一体化、城乡一体化、供排水产业一体化、投资建设运营一体化模式的实施规划和完善措施；第六部分是结论，建投水务通过对南水北调河北段项目投资战略的实施，有助于水务产业一体化管理模式的建成，同时，指出了研究的不足、建议和未来研究展望。 随着建投水务公司拟参与投资南水北调河北段的运营管理，实现水务产业的流域一体化、城乡一体化、供排水一体化、投资建设运营一体化的专业化模式将逐步成为现实，这不仅能够做到水的自然循环和社会循环的和谐统一，还将有效解决供排水一体化所无法解决的中水回用问题，将解决各地域各自为政、效益内耗、不能形成合力共治污染问题，这也是本文的创新点所在。
英文摘要：	Abstract Two of three main routes of south-to-north water diversion project (STNWDP), namely east and middle routes, via Hebei province. In October 2008, the state council has approved feasibility analysis report of STNWDP on the 32nd executive meeting. As an essential investment medium of Hebei government and a main part of Hebei construction and investment Co.Ltd, Hebei water investment Co.Ltd took the opportunity of it, actively participate in construct Hebei section of STNWDP. On one hand, some areas of Hebei province as part of the project has long suffered from water shortages. To maintain supply, water resources had been over-exploited in Hebei region at all times. And the behavior endangers both water resource and environment. On the other hand, in the current water market, owning to lacking communication between these individual companies, the layout of the market is dispersedly. In addition, water supply and drainage enterprise self-sustaining beside properties belong to local cities, which results no improvement, no dynamic, no competition, no collaboration between each enterprise. On the basis of above theory, this paper focuses on the process that Hebei water investment Co.Ltd intends to participate in Hebei section of STNWDP. This paper will utilize methods of theoretical analysis integrates practical analysis, quantitative analysis integrates qualitative analysis and induction to generalize a relative specific professional operating model. This paper is divided into six sections. The first section is the preface. In this section it will point out the background and significance of analysis, briefly introduce the main contents, research methods and innovation. In the second section, it will review the related investment strategy, category investment strategy and illustrate the investment strategy of Hebei water investment Co.Ltd. In the third section, it will analyze recent condition and investment circumstance of Hebei water investment Co.Ltd. In the forth part, it will demonstrate the thoughts of Hebei water investment Co.Ltd to construct STNWDP in Hebei section. In the fifth section, it will present development and improvement of integration theory, namely integration of river basins, integration of urban and rural areas, integration of water supply and drainage industrial beside integration of investment, construction and operating. The last section is conclusion. Throughout the intending of Hebei water investment Co.Ltd in Hebei section of STNWDP will be practice, it will contribute to establish a water industrial integration model. At the same time, it points out the defects, suggestion and previews of the research. The innovation of this paper is that since the intend of Hebei water investment Co.Ltd will be practice, the integration of river basins, integration of urban and rural areas, integration of water supply and drainage industrial, integration of investment, construction and operating is going to be practice. It not only benefit to nature environment and society development, but also good for solve the problem recycle semi-manufactured water which could not be solved in industry of water supply integrate drainage, so that it could work out the problem of regional self-sustain and individual companies in efficiency and self-settled.
