中文摘要：	近年来，随着承发包双方对工程索赔的认识和重视，尤其是在市政工程管理中，工程索赔问题已成为造价管理的焦点之一。一方面工程索赔已成为承包商盈利的重要手段；另一方面工程索赔已成为市政工程造价控制过程中决算超预算（合同价）的主要原因之一。 因此，研究市政工程索赔问题，探寻其有效的控制方法，对于解决市政工程造价管理中决算超预算问题具有重要的理论和现实意义。 本文的目的是从建设单位（业主）的角度出发，依据工程索赔和工程造价控制的理论，运用文献分析、比较研究和案例讨论等方法，通过研究市政工程索赔和造价控制的特点，分析造价控制中产生索赔问题的原因，来探寻和研究市政工程造价的控制路径和方法，以解决市政工程造价管理决算超预算问题。 本研究综合运用了文献研究方法、归纳研究法、案例分析法等研究方法。在本文的研究过程中，通过对项目管理、索赔和造价控制的研究文献进行大量的检索研究从而把握索赔和造价控制的理论和学术前沿。归纳的方法就是通过观察客观事实，把这些事实加以分类，然后考察他们之间的关系，从而得出结论。本论文应用归纳出的分析框架对天津市河北大街立交工程进行了案例分析，做到了理论与实际的结合。 本文只是针对市政工程中影响造价控制的索赔问题进行研究，对于市政工程造价控制的其他影响因素本文不做研究。
英文摘要：	In recent years, the municipal claim problem becomes the focus of the cost management. With the deep recoganization of the municipal claim for both the partners of the construction this problem turns more seriously, especially for the cost control. On one hand, municipal claim becomes the contractors main method to get more profits. On the other hand, it is also the main reason for the actual cost exceeding the former budget. Therefore to study the municipal claim problem is quite useful to solve the over budget problem. In this paper it discusses the municipal claim and cost control problem on the behalf of building owner to get the full around acquaintance of various reasons, even the character and deep reason for such problems. With the method of theory analysis making comparison and case discussion, it trys to get the solution that why the municipal final cost exceeds the budget is engineering claim. Then to control the claim is an efficient way to control the cost. Also it finds some efficient control method and useful aspects. Literature research, inductive research and case study methods are comprehensively used in this paper. In the studying process, amounts of retrieval researches are used to grasp the theory and academic foreland of claim and cost control. In this paper, induction is used in case analysis of Hebei Great Street Project which is based on the alliance of theory and practice. This paper only discusses the factors which influences the claim on the cost control. For other factors influencing the cost control is not involved in this paper.
