| 中文摘要: | 当下的中国铁路信息化建设正处于一个新老项目交替的阶段,许多的项目都已投产运行,新的项目正处于规划研究阶段,可以说中国铁路迎来了一个发展的新时期。因此这正是一个对既有项目进行后评估的最佳时期,以此来总结建设的成果和经验教训并为铁路后续的信息化建设提供决策参考。 中国铁路信息化建设项目既有铁路本行业的特殊性又有信息化建设项目的特殊性,只有结合这些特点进行有针对性地开展研究,才能使我们的评估工作有的放矢。信息化建设项目的特殊性主要体现在:目标、标准柔韧性,高智力密集,其内容涉及面广杂,要求作业和管理上的改变等。中国铁路有系统庞大、业务种类繁多,地域分布广,运输业务繁忙,安全性要求高等特点。因此中国铁路的信息化建设项目一般都涉及多个项目主体、多业务种类和铁路旧有管理制度的突破等。这都说明中国铁路信息化建设项目的后评估工作要有针对性的展开。 中国铁路的项目管理,经过多年的实践,已经形成了自己独有的一套制度和管理方式,但相对现代项目管理理论和未来中国铁路发展的要求仍显滞后。现代项目评估理论认为项目后评估应包括对项目的目标、实施、效益、影响以及项目的前期决策进行系统客观的分析与评价,同时也提供了许多新的科学的评估方法和理念。要提高铁路信息化建设的水平就必须对项目进行科学严谨的后评估,并要求有效的评估结果反馈机制。因此引入现代项目后评估理念也是中国铁路信息化建设项目评估发展的必然趋势。 本文通过分析中国铁路信息化建设自身的特点和问题、信息化项目的一般特点来研究了中国铁路信息化项目的后评估。本文首先阐述了现代项目后评估的一般理论和方法,然后展开对我国铁路信息化建设的特点以及相关评估工作的问题进行了分析,然后提出了中国铁路信息化建设项目后评估的原则,内容和方法并制定了中国铁路信息化建设项目后评估的评估指标体系。最后以铁路运输管理信息系统(TMIS)建设为例进行了项目后评估分析。 | |
| 英文摘要: | Now the construction of railway information is in a phase of the turn of the old and new projects, many projects have been put into operation, the new project is in the planning stage of research can be said that China railway ushered in a new period of development. So it is the best period of post-project appraisal for existing project, in order to summarize the achievement and lessons of the work. That can be the reference for the follow-up information construction for the China railway. The projects of China railway information construction have the particularity of the railway industry and the particularity of information construction project, So we must integrate these particularity when we carry out research in order to make our appraisal targeted. The particularity of information construction projects mainly embody in: objectives, standards flexibility, high-intelligence-intensive, covering a wide range of complex and require changes in operations and management and so on. The China railway system has huge scale, variety of job, wide geographic distribution, busy transport work and high security requirements. Therefore, the railway information construction project generally involves a number of projects of the main body, multi-types of business and the old management system breakthroughs and so on. All this shows the post-project appraisal of the railway information construction project should be targeted. The China Railway project management and appraisal has formed a system and management methods with its own style, after years of practice. But Relatively modern project management theory and the requirements of the future railway development in China appears to lag behind. Project Appraisal theory holds that modern post-project appraisal should include project objectives, implementation, effectiveness, impact and the early stage of the project a systematic decision-making objective analysis and appraisal, but also provides a number of new scientific appraisal methods and concepts. To raise the level of railway information construction project must apply scientifically rigorous post-appraisal and the effective appraisal information feedback mechanism. Therefore, the introduction of the modern post-project appraisal concept is an inevitable trend of development of the China railway information construction project post-project appraisal. This thesis analyzes the China railway information construction own characteristics and problems, general information’s characteristics and requirements to study how to carry out post-project appraisal for the China railway information construction. First expound upon an appraisal of the general situation and then analyze the China railway information construction project characteristics and the related appraisal work, and then put forward the China railway information construction post-project appraisal work content, principles, methods and processes and post-project appraisal index system, with the railway transport management information system (TMIS) construction project as an example of the post-project appraisal analysis. | |
