中文摘要:业务外包(Outsourcing),作为企业的一种竞争和发展战略,很早就已经出现并为发达国家的企业尤其是跨国公司采用。业务外包实际上是一种竞争战略,即企业把自己拥有的业务的一部分交给外部专家或专业机构管理运作,实质上是将企业的各种资源进行重新配置,将有限的资源集中于企业相对优势较强的业务领域,构筑自己的核心竞争优势,使企业始终把握持续发展的能力。 在企业获得成功之后,业务外包也成了图书馆界比较能够接受的管理方式。业务外包在国外图书馆的发展已相当普遍,近年来,我国许多图书馆已经在尝试非核心业务外包,以及将采编、数据库建设等核心业务外包。公共图书馆业务外包战略即是把公共图书馆的一些事务性和技术性业务外包给专业公司(团体)来完成。以利于巩固、强化和提升自身的核心能力,其实质是公共图书馆整合其外部的资源从而降低成本,实现公共事业的社会使命。 本文采用文献调查法、访谈调查法、比较研究法等多种研究方法,对我国公共图书馆实施业务外包战略进行了较为深入的探讨。通过对图书馆业务外包的理论进行归纳,剖析了国内外图书馆业务外包的现状,构建了适用于我国公共图书馆的业务外包战略模型。 本文运用战略管理理论、核心竞争力理论以及价值链理论,对公共图书馆的内外部环境进行了SWOT分析、构建了公共图书馆的价值链、明确了核心竞争力、形成了基于核心竞争力的业务外包战略模型。 本文就公共图书馆业务外包战略的阶段实施,如何界定外包业务的范围、如何选择外包商和模式、以及对业务外包活动进行评估,进行了深入的探讨,并提出了公共图书馆业务外包的有效实施方案。 由于外包过程中,不可避免地给公共图书馆带来一定的风险。本文比较详细地分析了图书馆业务外包所存在的风险,以及如何进行风险控制。 
英文摘要:Outsourcing, as a competitive strategy, much attention has been paid to outsourcing by enterprises in developed countries, especially the multinationals. Outsourcing has become one of the most acceptable ways in library field, after it has been used successfully in corporations. In recent years, a lot of libraries in our country have adopted this method. Public library’s outsourcing indicates that a public library contracts same secondary professional work to the external service agency. With library self's core competence being good for consolidation, intensifying and promotion. The pubic libraries realize utilities society mission. This thesis utilize literature investigated method, interview investigated method as well as comparison research method etc to deeply debate domestic public library outsourcing, systematically probe the basic theory of library outsourcing , investigate and research the current status of domestic library outsourcing , and try to find out outsourcing strategy suitable for public library through findings, experiences and lessons. This thesis clarifies the conceptions and ideas of subcontract of library work, analyzes on the present situation and developing trends of foreign and domestic libraries’ subcontract, uses SWOT to analyze the inside and outside environment of the public library ,builds public library value-chain , clears and definites the core competition , and at last forms outsourcing strategy model. This thesis gives some questions on how to bound the process range, how to chooses outside concessionaire and pattern. It also estimates the outsourcing effect thorough investigation and discussion, and put forwards some effective practice schemes. In the process of outsourcing, it is in-evitable to bring some risks to pubic library. This thesis mainly analyzes the contributing factors of the risks in outsourcing, and gives the way how to control and avoid the risks.
