中文摘要:竞争情报起源于军事领域,并在经济领域得到发展,伴随着日益激烈的市场竞争,竞争情报理论逐步完善。企业作为参与市场经济的主体,面对越来越激烈的市场竞争,日益加大了对竞争情报的依赖性。因此,对竞争对手,竞争环境和竞争策略的战略竞争情报研究已成为理论界和实践界共同关注的热点。 本文所研究的企业竞争情报能力成熟度模型本质上是探讨竞争情报能力的培育问题。这是对竞争情报研究的新发展,标志着从初期对竞争情报意义阐述和概念界定研究转向竞争情报应用研究即对相关科学管理方法体系的应用和认知工具的开发研究。 在生产实践中,当前有很多企业建立了复杂的、功能齐全的竞争情报系统,但却没有产生预期的经济效益,其根本原因是把培育企业的竞争情报能力片面的与建设竞争情报系统等同。许多企业认为竞争情报能力能够改变自己的竞争地位,提升竞争优势,因此投入巨资进行竞争情报系统的建设,但是在没有搞清楚竞争情报与企业决策、企业战略规划、企业组织文化等关系的前提下所进行盲目投资,其结果必将产生一个“竞争情报黑洞”。因此可以这样说,建立了先进竞争情报系统的企业,有可能竞争情报能力的发展阶段仍然比较低。 这就是本文构建竞争情报能力成熟度的出发点,由成熟度模型来改进竞争情报能力而非仅仅是竞争情报系统。在成熟度不同的等级中,要求企业文化、组织、技术等方面之间是一种协调一致的关系,有效的将竞争情报建设纳入到企业竞争能力整体建设中来。 本文的研究以软件成熟度模型理论、系统论、竞争情报理论和企业能力理论为基础,以竞争情报能力结构模型作为成熟度模型和评价指标体系的构建基础。然后根据实证调查测试了所构建的评估模型,从而实现了从理论研究到实践研究的过程。 本文的主体内容如下: 首先通过文献分析法对相关研究文献进行归纳,对本文的竞争情报能力给出界定和内涵解释。然后探讨了资源论、流程论、功能论这三个竞争情报能力分解角度的区别和联系;并以这三论为基础构建了竞争情报能力结构模型。 其次,以结构模型为基础构建了竞争情报能力成熟度模型和评估框架模型。然后发放调查问卷,通过专家打分和自我测评相结合的方法收集样本数据,得到了区域竞争情报能力评估模型。 最后,以一家数字出版企业为实例,用评估框架对其竞争情报能力进行成熟度评估,并将评估结果以雷达图的形式表示出来,找出该企业竞争情报能力的薄弱环节,有针对性的给出了竞争情报能力提升的建议。  
英文摘要:Competitive intelligence has originated in the military field and has been developing in the economic field. The theories of the competitive intelligence have been improving along with the increasingly fierce market competition. Enterprises involved in the market economy as the main body have depended on the competitive intelligence deeply. Therefore, competitors, competitive environment and competitive strategy research has become the focus topics. This paper has researched the maturity model of competitive intelligence capability. The essential of the model is a cultivation tool. This is a new concept development of competitive intelligence research. It’s a shifting from the theory research to cognitive tools research. In the practice,many enterprise have set up the complex, full-featured competitive intelligence systems, but they haven’t produce the expected economic benefits. The reason is to regard the competitive intelligence capabilities as the competitive intelligence systems. Many enterprises believe that the competitive intelligence could change their competitive position and competitive advantage. They have invested in the construction of competitive intelligence system heavily. But in the absence of considering relationship among enterprise’s decisions, strategic planning and culture, It will surely produce a "competitive intelligence black hole." So we can conclude that the enterprise which have established an advanced competitive intelligence system maybe have low competitive intelligence capability. Above all, that is the starting point of construction about the competitive intelligence maturity model. At different levels of a maturity model, the enterprises’ culture, organizational structure, technology and other aspects are all integrated with the overall enterprise construction. The theory foundations conclude the software maturity model theory, system theory, competitive intelligence theory and management of enterprises. The structure model is the basis for constructing the evaluation index system and maturity model . Then the evaluation model is tested by empirical investigation. The main body of this paper as follows: First of all, summarize the relevant literature on competitive intelligence capability of this paper and define the connotation of competitive intelligence in this paper. Then distinguish the difference among the resource theory, procedure theory and function theory .They are the basis for constructing the competitive intelligence capability model. Second, construct the competitive intelligence capability maturity model and assessment model based on the structural mode. Then release the assessment framework table to collect the data. The weight scores of the items are given by experts. Finally, I choose a digital publishing company as the sample to test the assessment model and evaluate the maturity level of the company’s competitive intelligence capability. The results are expressed by the form of radar chart which can find out the weak links. I give the proposals according the results.
