中文摘要：	十六大以来，党中央反复强调，要把构建社会主义和谐社会工作作为全面建设小康社会和未来发展的重要任务。随着构建和谐社会工作的不断深化，面对城市社区中人际关系冷漠、关系网络缺乏、内部信任程度低、归属感和认同感不足等社会资本缺失现象，构建城市和谐社区被列为重要议事日程。在这样的背景下，社区图书馆发展的机遇与挑战并存。 研究首先提出假设：社区图书馆通过向社区居民提供服务，能够凝聚社会资本，从而推动社区建设，促进整个社会的包容与和谐。社区图书馆应当从凝聚社会资本的角度出发，以促进社会和谐为最终使命，提出使命陈述。 研究综合运用问卷调查法、案例分析法和网络调查法，对苏州市部分社区图书馆进行调研，分析其在凝聚社会资本潜力方面的现实作用。研究认为，其凝聚资本潜力优势主要表现为：公共空间，平等获取与服务社区；其社会资本潜力劣势主要表现为：缺少社会交往互动，社区归属感不足及社区凝聚力不足。 随后，研究进一步分析归纳了社区图书馆凝聚社会资本的服务支持，包括面向大众群体的服务，诸如免费服务、全民阅读、文化讲座、科普与历史展览、培训服务、组织志愿服务等；面向特殊群体的服务，诸如青少年服务、亲子活动、老年人服务、女性群体服务、残疾群体服务等一系列服务项目。 最后，根据我国现状，进而提出社区图书馆在城市建设发展中的和谐使命：即文化使命：保存社区记忆，推动文化传承；丰富文化生活，陶冶高尚情操。教育使命：辅助正规教育，支持学生学习；辅助社会教育，倡导终身学习；提高信息技能，缩小数字鸿沟。信息使命：立足社区信息，服务居民生活；维护信息公平，保障信息权利。社会使命：加强交往互动，增强归属凝聚；服务弱势群体，促进社会包容；提升社区能力，加速全面发展。建议社区图书馆在以上使命的指导下开展服务，以期实现凝聚社会资本、进而促进和谐社会的目标。
英文摘要：	Since the Sixteenth Congress, the CPC Central Committee has repeatedly emphasized the need to promote building social cohesion and has taken it as an important task of building a moderately prosperous society and the future development in China. With the deepening work of building social cohesion, building harmonious communities becomes a key issue on the agenda in the face of the shortage of social capital in the urban communities, for example, the interpersonal indifference, a lack of network of relationships, the low level of internal belonging and identification, and so on. Community/branch libraries have both opportunities and challenges in this background. In this study, it proposes one research hypothesis at first, that is, community/branch libraries have the ability and potential to develop social capital, promote community building, and promote the social inclusion and harmony by providing services to their community residents. Community/branch libraries should propose their mission statements and plan the development prospects with the perspective of social capital for social development and social harmony. This study uses three kinds of research methods, including questionnaire survey, case study and web-based survey method to investigate four case libraries which was built in communities in Suzhou, in order to analysis of its roles and deficiencies of social capital. The current potential of social capital that community/branch libraries in Suzhou have as follows: public space, equal access and service to the community; the shortages are as follows: a lack of social interaction, a lack of community belonging and a lack of community cohesion. On the basis of empirical research, this study proposes the service support which community/branch libraries can bring to cohere and form social capital includes: services for public groups, such as free services, social reading activities, cultural lectures, popular science and history exhibitions, training services, organizing volunteer services; services for special groups, such as for youth services, parent-child programs, elderly groups, women groups and disabled groups. At last, according to our current situation, this study proposes the harmony missions that community/branch libraries should undertake with respect to cohere and form social capital, including cultural mission - to save the community memory and promote cultural heritage; to rich cultural life and cultivate lofty values; educational mission - to support formal education and support students’ learning; to support social education and promote lifelong learning; to enhance information skills and bridge the digital divide; information mission - to provide community information services, maintain information fair and protect the right of information.; and social mission - to strengthen the interaction and enhance community identity; provide services to vulnerable groups and promote social inclusion; enhance community capacity and speed up the overall development. This study suggests that community/branch libraries provide services under the guidance of these missions in order to achieve the purpose of nurturing social capital and building social cohesion.
