中文摘要:在知识经济时代,企业文化对于企业的健康、可持续发展至关重要。企业文化是以人为本的新的企业管理理论和管理方法,是推进企业发展的“内驱力”, 它对企业的管理体制、战略决策、经营方针、管理方式等都有重要影响。企业文化与企业发展息息相关,在企业的一切经济活动中无不充满着文化的气息,文化的价值观始终主宰着企业的一切生产经营活动和经济价值观。要想使企业长盛不衰、持续发展,必须从深层次上思考企业的经营理念和提高企业的核心竞争能力,而企业文化正是企业经营理念的集中体现,也是促使核心竞争力形成的重要环节。在这种情况下,对新形势下企业文化的研究、运用和实践显得尤为重要。 作为垄断经营的国有大型企业,我国烟草工业企业由于受到国有体制和专卖专营的环境约束,长期以来形成了机制老化、企业规模大而不强、核心竞争力低下的状况;员工的危机感不强,市场观念、竞争意识比较淡薄;员工队伍相对稳定,以业内关系为导向的环境氛围比较浓厚。在烟草行业战略调整下的企业组织结构联合重组,企业文化整合的重要性日渐显现。企业重组,特别是区域跨度较大的重组并不总是达到既定的整合预期,忽略或未解决好企业文化的整合是其中重要的原因。资源和文化是企业未来生存与发展的两个决定性因素。烟草工业企业的重组过程中,存在企业决策层只重视资源的实物重组,而忽视文化整合或“文化漠视”的现象。有的企业虽然关注到其意义,但实践的广度、深度和实际成效仍差距甚大。 山东中烟工业公司(以下简称山东中烟)在山东烟草工业企业重组过程中,注重文化整合先行,以文化的融合促进和体现资产重组、资源再配置的优势最大化。山东中烟企业文化整合和构建秉承了“国家利益至上、消费者利益至上”(以下简称“两个至上”)的烟草行业共同价值观,体现了山东中烟发展的实际需求。同时山东中烟坚持“一元主导、包容个性”的文化整合原则,注重文化的传承性和连续性。既强调了母文化对子文化的管理与输出,形成对母文化核心理念深刻的理解与共识;又传承了子文化中优秀的文化元素,尤其是在其发展过程中的关键成功因素,并将其导入山东中烟母文化中,有助于员工找到归属感,促进员工对山东中烟文化的理解、认同,保障了企业文化整合的客观性和全面性。山东中烟在文化整合和构建过程中对文化整合的模式选择与创新,构建优质企业文化的途径、措施和方法等方面进行了积极的探索,为行业重组过程中的企业文化整合和构建做出了有益的实践。笔者在这一过程中作为决策者之一和相关工作的直接领导人感受和体会颇多,本文通过对此案例的分析研究,试图阐明烟草行业企业文化构建的特殊重要性和构建优质企业文化对企业发展的迫切性。  
英文摘要:Corporate culture is of great importance to the healthy and sustainable development of the enterprise during the knowledge economy era. Corporate culture is a new people-oriented business management theory and methods to promote the development of enterprise’s "driving force". It has significant influence on enterprise’s management system, strategic decisions, business policy and management methods,. Corporate Culture and development of the corporation are closely related, in all economic activities of enterprises are all filled with culture, atmosphere, culture and values have always dominated all the production activities of enterprises and economic values. In order to make business focused, sustainable developed, it should be taken to a deep level of the business philosophy and enhance its core competitiveness. Corporate culture is not only embodied in the business philosophy, but also contributed to the formation of an important core competence link. In this case, under the new situation the application and practice of the corporate culture is of great importance. Being the monopoly of state-owned large enterprises, China's tobacco has been constrained by the exclusive monopoly of state-owned institutions and environment, which formed situations such as an aging mechanism, big firm size but not strong and low status of core competitiveness; low sense of crisis among employees, relatively weak sense of competition and market concept. staff is relatively stable, relationship-oriented environment for the industry more intensive. Strategic adjustment in the tobacco industry under the joint reorganization of the enterprise organizational structure, the increasing importance of integrating corporate culture has been showed. Corporate restructuring, in particular the restructuring of within region span which consisted a larger set of integration has not always achieved the expected result., Ignored or unsolved integration of corporate culture is one of the vital reason. Resources and culture is the two determining factors for future survival and development of the corporation. During the restructuring process of tobacco industrial corporation, there is a phenomenon that the corporate decision-making staff is only emphasizing on the physical reorganization of resources, but ignoring the cultural integration or "cultural disregard". Some enterprises have expressed concern about its meaning, but in practice the breadth, depth and practical results are still quite a large difference. During the enterprise restructuring process ,Shandong Tobacco Industries, Inc. emphasis on cultural integration at the beginning, using the integration of cultural assets to promote and reflect the reorganization, reallocation of resources to maximize the advantages. Shandong Tobacco corporate culture integrated and built a legacy from our "supreme national interests, the interests of consumers first" (hereinafter referred to as the "two first") of the tobacco industry shared values, reflected the actual development and demand of Shandong Tobacco corporate. Shandong Tobacco corporate insisted on "one dominating, inclusive personality" of the principle of cultural integration, focusing on the transmission of culture and continuity. Apart from emphasizing the mother culture and cultural management and output, it formed the core idea of the mother culture, a deep understanding and consensus; it inherits the sub-culture, excellent cultural elements, especially in the development process of the key success factors, which helps employees to find a sense of belonging and understanding, identity, security integration of enterprise culture, and protected the corporate objectivity and comprehensiveness. During the process of cultural integration of Shandong Tobacco corporate, it explored on the mode selection and innovation, build quality corporate culture means, measures and methods, which is a useful practice for industry restructuring process of integrating corporate culture. As one of the decision-makers and leaders, the author has accumulated lots work experience and feelings. While analyzing the case in this paper, the author tried to clarify the special importance of building corporate culture and the urgency of building excellent corporate culture to the business development.
