中文摘要：	报业集团的改革包括体制的改革，经营和管理机制的改革，组织结构的改革等。党报集团肩负着引导社会舆论导向和创造经济效益的双重职能，因此，党报集团的改革是中国文化体制改革的关键部分。 天津日报报业集团的改革始于2000年，在成立集团之前，改革就已经全面启动，至今有10年时间。虽然，天津日报报业集团比较年轻，改革起步也比较晚，特别是改革起点比较低，但是集团改革成效显著。 改革10年中，天津日报从负资产起步，经历了三个阶段改革，形成了拥有十张报纸、二本刊物、一家网站、四家股份制公司，年经营收入接近10亿元的大型报业集团。集团发展速度在全国报业集团当中令人瞩目。 天津日报报业集团改革的核心和重点之一是组织结构变革，通过组织结构变革，强化组织行为、提高组织效率，使集团扭亏增盈，带动集团各项事业全面发展。 集团在改革当中冲破了很多阻力，克服了很多困难，解决了很多问题。改革在体制和机制上进行创新，探索出一套党报集团改革经验。 科技推动变革，在“经济全球化，全球信息化，信息数字化”的时代背景下，面临无法回避的国际化传媒竞争，以及网络等新兴媒体的冲击，党报集团的改革正面临新的挑战和机遇。针对中国特色社会主义市场经济体制和文化产业体制下，研究党报集团改革和发展的著作和论文很少，实践经验总结也不足，提供研究借鉴的案例十分匮乏。 本论文以天津日报报业集团的组织变革为例，揭示报业集团改革中遇到的问题，总结报业集团组织变革的经验，介绍改革中摸索出的创新路径。同时，对报业集团未来的发展进行探讨。力图对报业集团进一步深化改革，面向未来持续发展起到具有前瞻性的参考和借鉴作用。
英文摘要：	The reform of newspaper group is a very important part of the reform of China culture system. The reforms include mechanism system . management system, and histological structure etc. the function of the party’s newspaper group has two sides ,one is to leas the direction of social consensus , and another side is also to get benefit ,so ,the reform about newspaper group of party became the pivotal part of the culture reform in China. The reform of it started from 2000 before it was built ,until now ,it has 10 years. The Tianjin newspaper group is very young one, and also the starting time of reform is a little late and the level is a little low, but the infection is very good . The center point of Tian jin newspaper group’s reforming is the reform of organization running system, though the way of the reform of organization system ,action system, and the way of bringing up the organization efficiency, that make the group get more benefit and better development. Of course, in reforming process ,it has faced many difficulties and problems, but, it used the revolution ways and now has successful experiences of newspaper group’ reform. Now,under the condition of global economy development and global information development and information transaction system development, we have to face the global competition, and the new media way’ challenge, such as web station. we have the new chance and challenge. under the condition of China market economy running system and culture system, the articles about the reforming of newspaper group are a few, the practical experience if not enough, we do not have enough examples to research. My article used the example of the organization reform of Tian jin newspaper group to show the normal problems of the newspaper’s reform, and sum up the experiences, introduce the revolution ways in the reform. The aim is in order to make people use better ways to get further reform and get continuing development.
