中文摘要：	烟草行业实行国家专卖制度和单一分销渠道的经营方式已有20余年，随着入世后中国经济的进一步开放，国内卷烟市场的市场化程度将会不断提高，加之《烟草控制框架公约》（FCTC）的签署及实施，卷烟产品的宣传空间也会更加狭窄。如何在日益激烈的竞争中保持中国烟草的稳定及发展，原有的经营模式是否能够适应不断开放的市场，是值得我们认真思考的问题。 基于这种背景，如何应对新的规则，新的市场环境，我们要尽快探索出一条将烟草行业从行政法律控制转向情感和利益控制的创新之路。能尽快与卷烟零售客户形成利益共同体的加盟连锁经营模式，进入了我们的视野。对于烟草公司来说，卷烟加盟连锁经营是一种值得尝试的经营模式。 连锁经营是一种商业组织形式和经营制度，是指经营同类商品或服务的若干个企业，以一定的形式组成一个联合体，在整体规划下进行专业化分工，并在分工基础上实施集中化管理，把独立的经营活动组合成整体的规模经营，从而实现规模效益。 本文就烟草行业是否需要开展卷烟连锁经营模式，如何开展卷烟连锁经营模式，并以塘沽烟草公司为例，对开展卷烟连锁经营模式进行研究探讨。
英文摘要：	The tobacco industry to implement a single national monopoly system and the distribution channel mode of operation for over 20 years, with the Chinese economy after WTO entry and further open of the domestic cigarette market, market will continue to increase, coupled with the signing and implementation of "the Framework Convention on Tobacco Control" (FCTC), the promotion space of cigarette products will become more narrow. How in the increasingly fierce competition to maintain stability and development in tobacco, whether the original business model to adapt to an increasingly open market, is worth serious thought. Based on this background, how to deal with the new rules, new market environment that we have to explore a route for the tobacco industry shifted from the administrative law control to feelings and interests of the control of the innovation. Retail customers with the cigarette as soon as possible the formation of communities of interest in the franchising business model, into our vision. For tobacco companies, cigarette franchising business is a business model worth trying. Chain management is a form of business organization and management system. It is a number of companies that operating such goods or services to a consortium composed of some form. Under the overall planning of specialization and division of labor based on the implementation of the decentralization management, the combination of independent business activities into the overall scale of operation in order to achieve economies of scale. The article is on whether the tobacco industry need to carry out cigarette chain business model, how to carry out cigarette chain business model, and take Tanggu tobacco companies for example, to make a discussion and study of carrying out cigarettes on the chain model.
