中文摘要:随着中国金融形势的不断变化,我国商业银行的经营环境也面临着前所未有的问题:金融“脱媒”分流银行融资收入、“利率市场化”不断压缩银行利润空间以及贷款集中度趋高不断加大银行信贷风险,这些问题的出现都将对商业银行未来的可持续发展造成极大的影响。因此,加强中小企业授信研究,无论是对银行业务的健康发展,还是为帮助中小企业渡过金融危机,实现中国经济结构的调整及经济增长方式的转变,都是非常紧迫的一个课题。 在这样的背景下,以一个从业者的真实经历来详细剖析探讨地方商业银行对中小企业的授信业务,运用SWOT分析方法,为地方城市商业银行概括了本身的竞争优势,劣势,机会和威胁。这就成了本文一个重要创新点与特色所在。笔者从运用投资银行工具实施产品和服务创新入手,从管理层面和技术层面去研究城市商业银行中小企业授信的实施及管理,不仅是本文的另一个创新点,更具有非常重大的现实意义。 本文的论述结构如下:首先,提出文章的研究背景,同时阐明了文章的研究思路、篇章结构及主要创新点。鉴于中小企业授信管理的特殊性,第二章对相关的企业融资理论进行了综述,同时还介绍了营销管理和企业生命周期的相关理论。第三章对我国中小企业授信业务的市场进行分析,指出中小企业在国民经济中作用,城市商业银行应当定位于中小企业市场。之后对城市商业银行授信管理中存在的主要问题进行了阐述。第四章着重对城市商业银行开展中小企业授信的具体营销对策进行了研究。第五章专门对城市商业银行中小企业信用评价体系、业务定价及风险控制方面进行探讨。第六章提出城市商业银行有效实施中小企业授信管理应当具备的保障措施。重点就城市商业银行应当进行必要的组织机构调整、建立有效的授信管理激励和约束机制以及建设中小企业客户关系管理系统和授信风险管理信息系统等内容进行了研究和探讨。最后为概括全文,总结结论。  
英文摘要:Against continuous changes of financial conditions, the business environment of commercial banks in China has been confronted with such unprecedented issues as financial disintermediation splitting financial revenue of banks, interest rate liberalization narrowing the profit space of banks, and growing loan centralization increasing credit risks of banks. These issues will seriously affect the sustained development of commercial banks. Consequently, emphasis laid on SME credit research is urgent to sound development of banks, supporting SMEs in going through financial crisis and economic restructuring and transfer of economic growth pattern. This paper, through the perspective of banking practitioners, probes in detail into SME credit business of city commercial banks via the approach of SWOT analysis, briefing advantages and disadvantages, opportunities and challenges, which makes a brand new feature. The author delivers research on SME credit of city commercial banks in terms of management and technology by applying investment banking tools in innovations of product and service. The paper is structured as follows: Chapter One describes the research background and elaborates on the research approaches, structure and new ideas. Chapter Two, whereas the special features of SME credit management, gives an overview of enterprise financing theories and relevant theories on marketing management and enterprise life cycle. Chapter Three delivers an analysis of SME credit market, proposes that city commercial banks should be targeted to SME market and expounds on some major issues in credit management of city commercial banks. Chapter Four lays emphasis on the countermeasures for SME credit granting of city commercial banks Chapter Five is emphasize in city banks’SME marketing strategy. Chapter Six illustrates the safeguarding measures for effective SME credit management in city commercial banks, focusing on organizational restructuring, motivation and constraint measures in credit management, innovation mechanism of financial product and service, SME relationship management system and credit risk management information system. The paper draws a conclusion in the last part.
