| 中文摘要: | 随着我国改革开放的逐渐深入,各行各业都在自己所在的领域深化改革,努力融入到市场经济体系中,这其中就包括我国的土地市场。以前我国的土地市场基本上是以行政划拨的手段将土地协议出让出去,自上世纪九十年代土地使用制度的改革作为我国的一项重大的改革措施自实施以来,全国各城市土地市场逐步发展,目前已初具规模,并成为改革开放三十年中一项重要的制度创新之一。政府通过建立土地储备机构将土地资源统一实施收购储备,将土地资源纳入市场,摒弃了之前的土地行政划拨制度,这样做可以有利于土地资源的合理配置;有利于增加各个城市的地方财政收入;有利于促进房地产市场在公开透明的环境下合理发展。但由于土地收购储备作为一项制度创新,土地储备机构在实施过程中存在着一定的风险,这就需要我们将其进行识别、分析,以保证我国土地市场能够平稳发展。 本文首先介绍了土地储备投资风险分析的背景、目的及意义。随后对土地储备投资的风险和规避措施进行了研究,主要探讨了以下几个问题:第一,先界定了土地储备机构和土地储备投资风险;第二对相关风险及风险管理的理论进行了回顾;第三,分析了我国建立土地储备机构的背景,阐述了其性质和特征等问题。通过介绍我国城市土地储备投资现状,并主要从三个方面对土地储备机构实施土地储备投资工程中可能遇到的风险进行了分析;第四,对国外有关国家在规避土地储备风险上的内容介绍,第五,引出我国土地储备机构储备投资风险管理的问题;第六,是在总结全文的基础上,提出我国土地储备机构今后在实施土地储备过程中应该建立和完善的内容。 | |
| 英文摘要: | As the reform and opening of our country proceeds, all industries, including land market, are taking efforts to deepen the reform process to merge into market-oriented economic system. Several years ago, resources like land were distributed through administrative allocation. Since 1990s, central government kept pushing forward the reform of land use right. Now the land market is beginning to take shape. Local governments takeover land resources through reserve institutions, and then take it into market. This regime discards the administrative allocation scheme so that the configuration of land resources is demonstrated to be more efficient in aspects such as increasing local financial income and establishing real estate markets in a more transparent environment. While as a creative scheme, there exists certain risk in present land reservation scheme. This requires us to identify, analyze and make efforts to make sure that land market will grow smoothly. This thesis provides an overview of the background, aim and meaning of the risk analysis of land reservation and investment, and then investigates the risk control measure of reservation and investment. The thesis is organized as follow: Firstly, define the land reservation institution and land reservation investment risk; secondly, review the relevant risks and theories for risk management; thirdly, describe the history of establishing land reservation institution of our country, then elaborate their properties and characteristics of these institutions. Through the present status of land reservation investment of local governments, analyze the risks which will be faced by land reservation institutions in three aspects; fourthly, through the comparison with the measures which adopted by foreign facilities, deduct the management issues of our local governments; at last, summarize above chapters and then put forward the scheme which our land reservation institutions should establish and improve. | |
