中文摘要：	中国烟草行业是国民经济的重要支柱行业。近几年，为应对世界跨国烟草公司的挑战，增强自身的竞争实力，围绕“做精做强主业、保持平稳发展”的基本方针和“深化改革，推动重组，走向联合，共同发展”的主要任务，全面建设“严格规范，富有效率，充满活力”的中国烟草，中国烟草行业进一步加快了以市场为趋向的内部改革，加快推进卷烟工业企业组织结构和产品结构调整，有力地推动了市场格局由分散竞争向集中竞争转变，形成“大对大、强对强、快对快”的竞争趋势。 在即将到来的更大范围、更高层次的竞争中，山东中烟工业公司在激烈的竞争中并不占优势。为了更好地应对新的竞争格局，有必要对公司的采购系统重新设计，以降低成本，提高效率，更好地应对越来越严峻的形势。 本文在认真分析了国内外采购管理的现状与发展趋势，吸收了供应链管理的最新研究成果后，结合系统论、信息论、业务流程再造的相关理论，紧密联系企业的实际情况，结合多年的工作经验，以实用、可操作为指导，以提高效率、降低成本为目标，在反复思考的基础上提出了构建公司采购管理体系的设想。 文中设计了采购管理系统的理论框架。该设计框架的基本内容：一是整合采购功能，设立采购中心；二是根据为订单采购的理念，实行订单采购；三是以公司的信息系统作为基础平台，对采购活动提供直接支持；四是构建采购信息系统功能模块，对采购活动提供全面的、实时的信息支持；五是运用资质认证方式，构建供应商合作关系；六是领导机构、制度建设为采购管理提供全程支持。分别从“中烟公司供应商甄选、评价与战略联盟”、“采购运作的流程优化与管理”、“中烟公司采购管理的组织与制度保障”三个方面论述了采购管理体系的内容，并结合“实施采购供应链管理的措施与方法”，全面地规划了系统的运行机制与措施方法。
英文摘要：	Tobacco industry is an important pillar industry of national economy in China. In recent years, in response to the challenges of transnational tobacco companies in the world, enhancing our competitiveness and focusing on the basic principle of “doing fine and strong core business, to maintain stable development,” the main tasks of “deepening reform, promoting the restructuring, to joint and common development” ,and building “strict standard, highly efficient, full of vitality” of Chinese tobacco industry, the tobacco industry in China accelerated the reforms of internal market trends and the cigarette industry organization structure and product structure adjustment, a strong impetus to the market competition from the decentralized structure transformation to focusing on competition, to forming the competitive trends of “big to big, strong to strong, fast to fast”. During the upcoming higher-level, Greater scope competition in the tobacco industry,China Tobacco Shandong Industrial Corporation in the fierce competition will have no predominance. In order to respond to the new competitive situation, it is necessary to redesign the company's procurement system to reduce costs, improve efficiency, better response to the more severe situation. The paper analyzes carefully the domestic and international procurement management status and incorporates the latest research results of development trend about supply chain management, combined with system theory, information theory, the theory of business process reengineering, and according to the actual situation of enterprises with work experience in many years to practical, operational guidance, the paper proposes the company's procurement management system for building the vision based on thinking to improve efficiency and reduce costs . The paper designs the procurement management system theoretical framework, which includes: First, integration of procurement functions, set up purchasing centers; Second, purchase based on orders; Third, as a platform ,the company information system is used to provide direct support to procurement activities; Fourth, Construct procurement information system modules,to provide comprehensive procurement activities, real-time information support; Fifth, qualification form is used to build supplier relationship; Sixth, leading agency and institution building is used to provide full support for the procurement management. At the same time, the paper analyzes the procurement management system from such three aspects as the “tobacco company in the supplier selection, evaluation and strategic alliances,” “procurement operation process optimization and Management”, “tobacco companies in the procurement management system to protect the organization”, then analyzes the comprehensive planning system method of operation mechanism and measures combined with “the implementation of procurement and supply chain management measures and methods”.
