中文摘要：	近年来，中国烟草行业发展速度较快，每年都以高于GDP 10个百分点左右的速度增长。同时，中国烟草行业近年来改革力度不断加大，企业规模不断扩大，管理幅度也在不断地增大。在行业高速增长和改革深入推进的同时，如何进一步打牢发展基础显得至关重要。而从宏观环境来看，烟草行业发展面临控烟大环境影响、专卖体制与市场经济有机结合问题、行业内部和谐发展和潜在国际市场竞争四大挑战。面临新的挑战，也需要进一步加强基层建设，打牢发展基础。在这种背景下，作为中国烟草行业主管的国家烟草专卖局提出优秀基层单位创建活动，希望通过创建活动进一步加强基层建设，打牢管理基础，提升基层单位竞争力。 在中国烟草行业创建优秀基层单位背景下，作为本文研究主体的山东中烟工业公司希望通过优秀卷烟工厂创建，进一步推动卷烟工厂转型，使其专注于提升制造力水平，进而推进竞争力整体提升。本文采用理论分析与实际应用相结合的研究方法。基于中国烟草行业创建优秀卷烟工厂的主导要求，结合山东中烟工业公司实际情况，提出了以提升山东中烟卷烟工厂制造力水平为总目标，相应建立指标体系和标准体系的3层架构构想，构建出山东中烟工业公司创建优秀卷烟工厂的完整的指标体系和标准体系。利用构建出的优秀卷烟工厂目标体系，对山东中烟工业公司所属卷烟工厂进行评价并提出改进意见的基础上，给出了山东中烟工业公司创建优秀卷烟工厂的运行方案和保障措施。 本文提出了创建优秀卷烟工厂的3层目标架构，建立起与卷烟工厂生产制造职能对应的相对完善的目标管理体系，使卷烟工厂的工作任务更加明晰、具体，并引导卷烟工厂将关注重点进一步转移到市场反应速度、生产效率、产品质量、物质能源消耗、成本费用控制等方面上来，从而推进卷烟工厂的进一步转型和卷烟工厂制造力水平提升。本文的研究对中国烟草行业优秀基层单位创建活动也有一定借鉴意义。
英文摘要：	In recent years, the development speed of China tobacco industry is fast, which is about ten percentage points higher than GDP’s. Meanwhile, the reform degree, enterprise size and management range of China tobacco industry is continuously increasing. With the rapid growth and deep reform of tobacco industry, it is very important to study how to further lay solid development foundation. From the sight of the macro environment, the development of the tobacco industry faces four big challenges, which contain the overall situation of tobacco control, the combination of the monopoly system with the market economy, the harmonious development of the industry and the potential international market competition. Facing the new challenges, it’s also necessary to further enhance the basic level construction and lay solid development foundation. At this background, the State Tobacco Monopoly Bureau, as the competent department of China tobacco industry, puts forward the activity of establishing excellent grass-root organization. By this way, it could be achieved to further enhance the grass-root organization, lay solid fundamental of management, and boost the competitiveness of the grass-root organization. Against the background of establishing excellent grass-root organization in China Tobacco industry, China Tobacco Shandong Industrial Co.,Ltd. hopes to further promote the transition of the cigar mill and make it concentrate on upgrading the manufacturing level so as to promote the whole competitiveness. In this article, the theoretical analysis is combined with the practical applications. Based on the leading demand of establishing the excellent cigar mill in China Tobacco industry and considering the practical situation of China Tobacco Shandong Industrial Co.,Ltd., three layers’s framework is put forward. That is, with the general objective of upgrading the manufacturing level of Shandong cigar mill, try to make up integrated index system and standards system of establishing outstanding cigar mill. According to the objective system of making up excellent cigar mill and on the basis of evaluating the cigar mill belonging to China Tobacco Shandong Industrial Co.,Ltd. and proposing improvement views, the run programme and safeguard mechanism of establishing outstanding cigar mill by China Tobacco Shandong Industrial Co.,Ltd.. This paper brings out three layer’s objective framework about establishing excellent cigar mill and establishes relatively perfect objective management system that is corresponding with the production-manufacturing function, this will make the work task of the cigar mill more clear and specific and lead the cigar mill further transfer their focus to market reaction speed, productivity effect, product quality, physical energy consumption, control of cost and expense and so on, thereby promote the further transition of the cigar mill and improvement of manufacturing level of the cigar mill. The study of this text will also provide certain reference to the activity of establishing excellent grass-root organization in China tobacco industry.
