中文摘要：	国有企业作为中国经济的重要组成部分，在国民经济中处于主导地位，其国有体制决定了企业管理的特殊性，对国有企业的领导者提出了更高要求，不仅要具有优秀的管理能力，还要有高尚的素养。然而近年来在部分国有企业领导者身上却暴露出很多问题，素养能力的缺失影响了国有企业的健康发展，造成了国有资产的流失。针对这一情况，本文探讨了当今国有企业领导者在企业管理中所存在的素养能力方面的问题，阐述了国有企业领导者所应具备的素养和能力。 本文第一部分概述了课题研究的背景和意义，指出了当今我国国有企业领导者中所存在的典型问题及素养和能力方面的表现，以及领导者素养和能力对国有企业发展造成的重要影响。第二部分回顾分析了国有企业领导者素质方面的理论与研究，提出了国有企业领导者所应具有的素养和能力。第三部分概述了国有企业领导者所应具有的心理素养、科学文化素养、政治思想素养和道德品格素养，强调了国企领导者综合素养的重要性。并从管理学的角度阐述了国有企业领导者所应具有的管理能力，系统的讨论了领导者在企业管理中进行调查、决策、组织和实施管理的科学方法。第四部分，以青州卷烟厂领导者素养能力与企业兴衰发展的关系作为案例分析，验证了领导者素养能力是影响国有企业发展的重要因素。 最终提出作为合格的国有企业领导者必须具有出色的综合素养和优秀的领导能力。
英文摘要：	State-owned enterprises as an important part of the Chinese economy, the economy in the country were in a dominant position, and its state-owned enterprise management system determines the specificity, thus leading state-owned enterprises made a unique request. They should not only have excellent management skills, but also have excellent accomplishment. However, in recent years, some leaders of state-owned enterprises have exposed many problems. This thesis discusses the situation for today's state-owned enterprises in the business management of the existence of typical problems and solutions, through the unique perspective of leadership set by the state-owned enterprises should have the qualities and abilities. The first part of the thesis outlines the research background and its significance, points out typical problems of those leaders of the state-owned enterprise in today's China as well as their leadership quality and capacity of performance, explores the significant impact those leaders’ quality and capacity of the development bring to state-owned enterprises. The second part of the thesis analyses the quality of leaders of state-owned enterprises of theory and research, the essential characteristics of state-owned enterprises, proposed by leaders of state enterprises should have multiple qualities and abilities. The third part outlines the leaders of state enterprises to be the psychological literacy, science and culture, political ideology and moral character of prime quality, state-owned enterprise leaders stressed the importance of comprehensive literacy. This part also outlines the leaders of state-owned enterprises should have the management ability from the management perspective and discusses leader's ability about investigation in business management, decision-making, organization and implementation of management science methods. The fourth Part takes Qing Zhou Cigarette Factory’s leadership accomplishments and the success of enterprise development as a case study to verify the impact of leadership accomplishments is an important factor in the development of state-owned enterprises. Eventually this thesis makes a conclusion that a qualified leader in state-owned enterprises must have excellent comprehensive accomplishment and outstanding management ability.
