中文摘要：	为鼓励农村经济发展，提高农民的自主创新能力，政府出台了一系列的优惠措施，鼓励农民自主创业。创业农民作为一个新的社会群体，迅速发展起来。农民创业作为一个市场行为，在创业过程中都伴随着大量的信息需求，获取信息的效果直接影响着创业成败。但是农村地区基层设施的不完善、农民自身素质的较低等原因，使得农民在创业过程中要面临更大的风险。公共图书馆作为重要的公共信息服务组织，如何参与到农民创业活动中来，服务地方经济、社会发展，提升公共图书馆的社会形象，以获得更多的社会支持来改善现有的生存状况等变得非常有意义。 本文首先提出研究的意义、目的，对图书馆开展创业服务的相关研究进行了总结。第二，分析了农民创业的定义、特点，结合创业过程不同阶段，总结了农民创业的主要信息需求类型。现阶段我国农民创业的主要目的是改善生存状况，为了保证创业的成功他们对于信息需求更具有迫切性，有效的信息服务对于提高农民创业成功率将具有很大帮助。第三，在“多级传播”理论的指导下，构建公共图书馆服务农民创业的模式。农村信息活动主要表现为内部交流和内外交流两个方面。公共图书馆在服务农民创业时，一方面结合农村信息传递的特点，重视人际传递的作用。另一方面，由于开展相关信息服务的主体众多，图书馆在服务过程中除了要处理各级图书馆之间的关系，还要加强与其他信息服务组织之间的合作，实现优势互补。第四，针对之前的分析，提出公共图书馆服务的原则，并从图书馆创业资源建设、服务创新、创业培训和创业文化宣传等方面提出了几点建议。最后，对本文的内容和研究不足之处做了总结。
英文摘要：	In order to motivate the economic development of rural region, also to enhance the peasants’ own innovation capability, the government introduced a series of preferential measures to encourage peasants become self-employed. As a new social group, the self-employed peasants increased rapidly. Obviously, starting a business is a market behavior, and once the peasants became self-employed, they would need enormous information, the access to these information influences the business directly. The self-employed peasants, however, will face greater risks due to the incomplete infrastructure of the rural regions and poor quality of the peasants’ own, etc. As an important public service organization, it’s highly meaningful for the public library to participate in the peasants’ entrepreneurial activities, serve the local economy and social development, improve it’s own public image, in order to acquire more social support to improve the public library’s living condition. This dissertation, at first , introduced the purpose and significance of the study, summarized the related study on entrepreneurial activity service of the library. Second, the author analyzed the definition and characteristics of peasants’ activity of starting an undertaking, summarized the main information types needed by these peasants according to the different stages of entrepreneurial process. The chief aim of the entrepreneurial peasants is to improve their living conditions, so they are very urgent to acquire useful information to ensure the success of their business, effective information services will be extraordinarily helpful to improve the successful rate of the business. Third, this dissertation built the model of how public library serves the entrepreneurial peasants according to the “two-step flow of communication” theory. The information activities in rural regions could be divided into two parts, one is internal communication, the other is internal communication combined with external communication. The public library should on the one hand, emphasizes the function of interpersonal transmission, combine with the “opinion leaders” of rural information transmission when serve the entrepreneurial peasants. On the other hand, since there exists some other information service organizations, the library should not only handle the relationship with other libraries, but also strengthen the cooperation with other organizations, in order to achieve complementary advantages. Fourth, this dissertation proposed the principles of service, and introduced service measures from several angles based on the previous study.
