中文摘要:随着电信行业第三次重组的到来,电信市场进入了全业务竞争、3G业务竞争的时代。市场从卖方市场变成买方市场,竞争的焦点从网络竞争、规模竞争向客户竞争和管理竞争转移,国内电信市场竞争日趋激烈,所有运营商都面临着客户、收入、成本、快速开展业务的巨大压力。以迅捷的反应面对市场的变化与顾客需求,这对电信运营支撑系统的能力提出了更高的要求。电信运营支撑系统的建设与提升成为运营商增强核心竞争力的取胜法则。如何在此类项目中识别与评估风险,并进行有效的风险应对,来提高项目成功率,这一课题日益收到各个电信运营商的重视。 本文首先对项目风险管理的理论进行了回顾,介绍了项目风险识别与风险评估的理论和方法以及IT项目风险管理的相关理论。本文采用了软件项目生命周期管理的相关理论方法,将电信运营支撑系统项目分为启动阶段、实施阶段、运行阶段三个阶段。针对各阶段不同的特点,分别采用了头脑风暴法、WBS分解、鱼刺图等风险识别方法进行项目风险的识别,并形成项目的风险列表。在风险识别的基础上,对项目风险的发生可能性、影响后果进行了分析,确定了风险的等级排序。通过项目的风险识别与评估,为后续风险的应对、监控奠定了基础。最后以天津联通计费帐务系统割接项目为例进行了具体研究,对该项目不同阶段的风险进行了识别与评估,并简单介绍了一下本项目中风险的应对方法。本文的主要创新之处在于针对电信运营支撑系统项目,提出了具有一定适用性的风险识别与风险评估方法,期望本文的研究内容能够对这类项目的风险管理工作具有参考和借鉴意义。  
英文摘要:With the third restructuring of the telecommunications industry, telecommunications market get into the age of full service and 3G business competition. The market change from a seller’s into a buyer's market. The focus of competition shift from network competition and scale competition into customer competition and management competition. The domestic telecoms market is becoming increasingly competitive. All operators are faced with tremendous pressure of customers, revenues, costs, rapid development of business. How to face with rapid response to market changes and customer needs, it put forward higher requirements to the capacity of the telecommunications operation support system. Telecom Business Operation Support System’s construction and upgrading is the winning rule of operators increasing their core competitiveness. How to identify such projects and evaluate the risks and effective risk response, and to improve project success rate, is increasingly received attention of various telecom operators. In this thesis, we first reviewed the basic theories of project risk management, and then introduced the project risk identification and risk evaluation theory and methods, and IT project risk management theories. In this thesis, based on the software project management theory, we divided the Business Operations Support System project into three stages, which is start-up stage, implementation stage and the operational stage. According to the different characteristics of each stage, we used the brainstorming method, WBS decomposition, fishbone diagram and other methods of project risk identification, and then formed the list of project risk. Based on the risk identification, we analyzed the possibility of the project risk occurrence and the consequences affect with the qualitative and quantitative analysis method, and determined the level of risk ranking. Through the project's risk identification and risk evaluation we laid the foundation for the subsequent risk response and risk monitoring. Finally, the study conducted specific research through the case of Tianjin Unicom billing system cutover project. In this case, we identified and evaluated the risk of project stages, and briefly introduced the risk response methods in this project. The main innovation of this thesis is proposed a certain application of risk identification and risk evaluation methods about telecom operation support system project. Hope this thesis will have reference value to risk management of this type of project.
