中文摘要: | 进入二十一世纪,随着我国经济的发展和城市化进程的加快,我国越来越多的城市,尤其是百万人口以上的大城市,交通需求迅速增长。尽管近年来,我国城市道路基础设施建设日趋完善,但随着城市居民各种车辆拥有量的大幅提高,使道路交通状况不仅没有得到根本性的改善,而且有日益恶化的趋势,主要表现为交通堵塞、事故频繁、停车困难、废气和噪声污染严重。为此,国内外的众多学者经过几十年的城市交通研究,形成了一个共识:即解决大城市交通问题的根本出路在于建立一个以轨道交通系统为骨干,以公共交通为主体,多种交通方式相互协调的综合交通体系,而其中城市轨道交通又是解决公共交通问题的关键所在。 与此同时,随着轨道交通在世界各大城市的快速发展,我们发现其在服务于公共交通的同时,也在使经济和社会领域发生着深刻的变革,并且它所形成的轨道交通产业正在逐步成为城市经济发展和加速城市化进程的巨大助推力。 轨道交通产业是一个较为广阔的领域,可以划分为核心产业和相关产业。轨道交通核心产业是指与轨道交通本身直接发生联系,并以此获得经济效益和社会效益的产业,包括轨道交通项目建设、运营、投融资和与轨道交通直接关联的各类经营开发。轨道交通相关产业是指为轨道交通核心产业提供投入品或以核心产业的产品作为投入品而间接与轨道交通发生关系的产业。轨道交通产业同时也对其他产业具有高度的带动性。 当前,世界上已经有40多个国家的140多个城市拥有或正在规划建设城市轨道交通。在我国,城市发展也已经进入了轨道交通时代,目前全国已经有线路运营和在建轨道交通的城市有北京、天津、上海、广州、大连、长春、武汉、南京、重庆、深圳、西安等十一座城市。这些城市通过轨道交通项目建设,有效的改善了地面交通环境,完善了城市功能,并通过其拉动作用,极大的加速和推动了城市化的进程和地区经济的发展。 天津地铁总公司目前是经天津市政府授权,承担天津市市域内轨道交通建设、运营和相关经营开发业务的国有独资大型企业。公司自2000年成立后,经过将近七年的精心运做,已经在诸多领域取得了娇人的成绩:2005年底前如期完成地铁1号线工程建设并投入试运营;目前地铁2、3号线工程全面开工;相关经营开发工作也取得了显著的进展。但在公司各项业务快速发展的同时,企业本身也存在着一些突出的问题,一定程度上制约了企业的进一步成长;并且随着国家对轨道交通产业市场的逐步放开,轨道交通企业将不得不面临日趋激烈的市场竞争。为此,天津地铁总公司如何克服自身劣势,抓住外部发展机遇,提高竞争能力,对于企业来说将使一个十分现实的问题。 本文正是以企业战略管理理论为原理,以天津地铁总公司发展现状为实际背景,综合运用PEST分析、波特五力模型、价值链分析、企业经营结构GE分析等各种分析工具,从天津地铁总公司所处的外部环境和具备的内部资源能力两个基本层面出发,对天津地铁总公司的竞争优势、劣势、发展机遇、面临的挑战进行了分析、归纳和总结。在此基础上提出了天津地铁总公司的企业使命、战略目标以及确定了有利于提高本企业竞争能力的五项关键战略。此后提出了企业要成功实施这些关键战略所需要采用的保障措施。 本文的研究将对天津地铁总公司未来发展战略的制定、实施并最终创造竞争优势具有重要的理论价值和实际参考作用;同时在国内轨道交通建设大规模实施的背景下,对各城市处于不同发展阶段轨道交通企业的成长同样具有积极的借鉴意义。 | |
英文摘要: | With the economy’s development and rapid urbanism of our country in the 20th century, there is an increasing requirement of traffic in more and more cities, especially in those cities of population of millions. Though in the latest years, the basic establishments on the roads in the cities are becoming perfect day by day, the traffic situations of roads are becoming worse instead of getting an essential melioration with the increasing private vehicles of urban population. So traffic jam, frequent accidents, hard to park, serious gas and noise pollutions all appear. Therefore, quite a few scholars home and abroad come to a common understanding after several-decades’ research on traffic in the cities that the ultimate way to solve the traffic problem of megalopolises lies on establishing an integrative traffic system with a skeleton of railway traffic system, a main body of mass transit and manifold vehicles harmonizing each other. And thereinto railway traffic in the cities is the key to resolve the public traffic problems. Meantime, with the rapid development of railway traffic in big cities around the world, we find that when it serves the public traffic, it also enables the financial and social areas to transform profoundly. What’s more, the railway traffic industry originally from it gradually becomes the gigantic boost to accelerate the financial improvement and urbanism. Railway traffic industry is a wider field, which can be divided into core industry and relative industry. Railway traffic core industries are ones that relate directly railway traffic itself and gain financial and social benefit by it, including railway traffic items’ establishing, running and operating, investing and financing and other kinds of management and exploitation directly related the railway traffic. On the other hand, the relative industries are those that relate indirectly railway traffic by ways of supplying the core industries with products or making the products of core industries as plunging objects. Railway traffic industry also drives other industries greatly at the same time. Nowadays, there are more than 140 cities in more than 40 countries which own or are planning the development of urban railway traffic. In our country, the urban development has also stepped into the age of railway traffic. Currently 11 cities always owning the railway line running and establishing railway traffic include Beijing, Tianjin, shanghai, Guangzhou, dalian, changchun, wuhan, nanjing, chongqing, Shenzhen, xi’an. By constructing railway traffic items, all these cities improve the ground traffic condition effectively, perfect the functions of cities and greatly advance and impulse urbanism and development of regional economy through its drive. Tianjin underground head office is a state sole-investment corporation, authorized by Tianjin government and being charged with construction, running and exploiting the relative managements of railway traffic in the area of Tianjin city. Since 2000 it founded, after nearly 7 years’ aborative operating, this company has obtained proud achievements in many fields: at the end of 2005 having finished construction of underground line 1 and launching it into probation on time; now building of line 2 and 3 being doing; relative management and exploitation also getting outstanding development and so forth. However, at the same time of every work in the company developing rapidly, the company itself has some evident troubles, which restrict the further improvement of the corporation to a certain extent and so must be solved as soon as possible. This text with a principle of corporation strategy management theory and an actual background of status quo of Tianjin underground head office, analyze, sum up and make a conclude on the competitive strength and weakness, developing opportunity and threat of this company on the basis of its exterior condition and interior resource and competence by way of compositive use of PEST analysis, Michael Porter's Five Forces Model, value chain, corporative management structure GE analysis and other analytic instruments. And more on this foundation this text puts forward the corporation missions and developing strategic objects and constitutes five key strategies which adapt to develop this company. Afterwards it suggests the necessary guarantee measures for the company to succeed to actualize all those strategies. The study in the text will have an important academic value and practical referenced function for Tianjin underground head office to frame and fulfill the intending developing strategies and finally create the competitive strength. At the same time, under the background of large-scale implement of domestic railway traffic establishments, it offers a positive consulting signification to other railway traffic corporations’ development standing in different growing stages in every city. | |
