中文摘要：	县级行政建制是我国行政管理系统中的基础，它不仅是连接农村与城市的桥梁，也是把党的路线、方针、政策落实到基层群众中去的地方行政组织。目前，我国共有县级行政建制2800多个（含县级市），担负着全国约10亿农村人口的管理任务。因此，县级行政运作模式的创新，对县级经济社会发展和国家稳定大局都具有十分重要的意义。 本文采用个案分析与比较分析相结合的方法，对当代县级行政运行模式中存在问题及其原因进行了探究。在此基础上，对高唐县“一个工程七条线”行政运作模式创新进行了分析和探讨，接着指出了“一个工程七条线”行政运作模式的体制特征。 全文分为五个部分。第一部分是绪论，主要介绍选题缘起，评述国内外相关研究情况，阐述本文研究方法。第二部分分析高唐传统行政运行模式特点及问题。第三部分对高唐县创新行政运作模式，实施“一个工程七条工作线”行政运作模式的构想、运作机制等进行了分析阐述。第四部分对高唐县“一个工程七条工作线”行政运行模式的体制特征进行了总结。第五部分是研究结论及展望。对“一个工程七条线”行政运作模式进行了理论和实践上的反思，并提出了下步研究方向。
英文摘要：	The administrative division of county is the basic of our country’s administration managing system. It’s a regional administrative organization serves as the bridge between village and city, and implements the Party's lines, principles and policies on the grass root level. At present, there are more than 2,800 county level administrative divisions including county cities with the rural populations of about one billion in our country. Therefore, it’s very important to innovate in the county’s operation mode for the economic and social development as well as our country’s steady. In this article, the case analysis and comparative analysis are adopted to research the problems and reasons in the operation mode of the county level administration. On these bases, the article makes an analysis on Gaotang County’s operation mode of ‘One Project with Seven Operating Lines’ and points out the structure feature of the operation mode. There are five parts in this article. The first part is an introduction which introduces the topic’s origin, commentates on the allied studies at home and abroad and states this article’s study method. The second part analyses the feature and problem of the traditional administrative operation mode in Gaotang County. The third part states the conception and operating mechanism of the administrative operating mode—‘One Project with Seven Operating Lines’. The fourth part makes a summary to the structure feature of Gaotang County’s administrative operating mode—‘One Project with Seven Operating Lines’. The fifth part is the conclusion and prospect that makes a rethink about the administrative operating mode of ‘One Project with Seven Operating Lines’ in theory and in practice, and puts forward the research area for the next study.
