中文摘要:近年来,对于处于经济转型期的我国来说,随着社会用工多元化的发展和就业形式的多样化,越来越多的企业采用劳务派遣及服务的用工形式,更有许多国有企业出于内外部的需要成立了企业内部的劳务服务企业。究其原因所在,一是受到外部宏观环境的影响,自从国企改革以来,国家出台了多部法律来规制政府和国有企业的关系以达到政企分开的目的,使国有企业获得真正的自主权,企业也就有能力得以探索更市场化的用工形式。从而推动了国有企业的内部劳务市场向准内部劳动力市场发展,同时技术和市场的变革也要求企业必须雇佣更多技术水平更高或是操作更熟练的劳务工人,从前的用工体制不再适合;从微观角度来讲,企业是一个盈利组织,国有企业也不例外,从提高国有资本的经营效率和减少交易费用的角度来说,国有企业也应该建立现代企业制度,选择适合于自身的用工形式,在市场中赢得有利的竞争地位。 目前该类型的劳务服务公司多出现在国有企业内部,一方面这是基于国企业务发展的需要,可以借助母体企业的资源和资金力量获得发展的良好平台;另一方面这也是国家制度安排的需要,它为国企人员的分流安置提供了途径,也为外来务工人员提供了大量的工作机会,但在同时,在其内部运作和合法性的问题上,还存在许多值得探讨和研究的问题。 本文以国有衍生型劳务服务企业为研究对象,并以E港劳务发展公司作为具体的调查访谈对象,在结合二手资料和人员访谈的基础上,对国有衍生性劳务服务企业的产生机理与发展特征进行了研究,对促成其产生的驱动因素进行了总结。首先界定了相关概念,包括用工形式,劳务服务与劳务服务企业和衍生组织,提出了本文的理论基础(包括了组织社会学中的新制度主义学派和内部劳动力市场理论),然后结合国企改革背景对国有劳务服务企业成立的驱动因素进行了分析,最后以E港劳务发展公司为案例,对E港劳务用工制度的变迁过程进行了分阶段的描述,对促成这一演变的因素进行了总结并与之前的总结形成印证,并对其发展现状进行了分析。 本文之所以以E港劳务发展公司作为该种类型企业的代表做案例研究,一方面因其有代表性,另一方面也存在发展中的特殊性和矛盾性,以求能够对该特殊类型的组织发展历程梳理和理清,成为企业发展的独特模式代表。 在目前的经营大环境下,除了加强经营效率,人力成本和人员控制也成为企业的重要议题之一,对于国有企业来说,一方面要受到政治和制度等外部因素影响,一方面也必须在市场竞争中站稳脚跟,在此种情况下,我国劳务服务型企业的出现也就不足为奇,但是值得关注的是在什么样的背景下我们的一些大型国有企业衍生出了该类组织,其产生的影响因素是什么,组织在国有集团公司中处于什么位置,发挥着什么作用,它又将沿着什么样的路径发展。 本文共分为六章,各章内容分别为:第一章介绍了论文的研究背景、研究目的和研究思路;第二章界定了本论文涉及的相关概念,对与论文相关的核心理论进行了回顾;第三章对国有企业用工制度的变迁进行了研究,并引出了国有劳务服务企业的衍生过程;第四章是对影响国有劳务服务组织发展的驱动因素进行了总结,从社会、企业和个人三个层次进行了分析;第五章主要内容是以E港劳务发展公司为例,在总结其劳务用工制度的基础上,对影响其产生的驱动因素也进行了总结;第六章内容为本文的结论和未来研究方向。  
英文摘要:In recent years, for economies in transition of our country, with a variety of social development and employment labor form, more and more enterprises begin to adapt the form of labor service and employment, and many state enterprises start to set up labor service enterprises out of internal and external needs within the enterprise. The reasons lie, first is by the external macro-environment, since the state-owned enterprises reform, the State introduced a number of laws to regulate the relationship between the government and state-owned enterprises to achieve the purpose of separating government and enterprises, so the state-owned enterprises can obtain real autonomy,then enterprises also have the ability to explore more market-oriented form of employment.Thus it promotes the labor market within the state-owned enterprises to the quasi-internal labor market development, meanwhile technology and market changes also calls for corporations to hire more higher level of services or the operation of more skilled workers,so the former regime is no longer suitable for employment; From the micro perspective, the firm is a profit organizations, state-owned enterprises are no exception, from the perspective of improving operational efficiency of state capital and reducing transaction costs, the state-owned enterprises should establish a modern enterprise system, select suitable r own enterprise system to win a favorable competitive position in the market. Currently this type of labor service companies appear mostly in state-owned enterprise, in the one hand this is based on the need of state-owned business development, child companies can make use of the resources and financial resources to get a good platform for development; on the other hand this is also the need for national institutional arrangements , it provides a channel for state-owned enterprises diverting personnel placement and for foreign workers a large number of job opportunities, but at the same time, in its internal functioning and the question of legality, there are many issues worthy of study and research. This derivative of labor services in state-owned enterprises are chosen as the research object, and E Port Development Corporation as a service specific survey interviewed, in combination with second-hand information and personal interviews based on the derivative of the state-owned enterprises in the development of labor services, and change the course of conducted research on the factors that contributed to its formation of the drive are summarized. First, define the relevant concepts, including employment forms, labor services and labor service enterprises and derivative organizations, then the theoretical basis of this article (including the organization of the new institutionalism school of sociology and the internal labor market theory),the next combination the background of state-owned enterprise reform to analyze the driving factors of the establish of labor services instate-owned enterprise,finally take E Port Development Corporation as a case to describe the process of E Port Employment System and the changes were phased, contributed to the evolution of the factors are summarized and concluded with the formation of pre-verified, and analyzes the status of its development. This paper intends to take labor E Port Development Corporation as a representative of the types of businesses to do case studies, on the one hand it has its representation on the other hand there are also in the development of special and contradictions, in order to be able to special types of organizations that comb and straighten out the course of development has become a unique model of business development representatives. In the current operating environment, in addition to enhancing operational efficiency and cost in manpower and personnel on the control of major enterprises have also become one of the topics for the state-owned enterprises, on the one hand by political and institutional impact of external factors such as, on the one hand must also gain a firm foothold in the market competition, in which case, the emergence of labor service-oriented businesses is not surprising that, matter of concern is how companies adapt to reforms derived from the organization, that is what the sub-organizations, along kind of a path to develop and grow, what direction the next turn direction. This paper is divided into six chapters, each chapter are as follows: The first chapter introduces the research background papers, research purpose and research ideas; The second chapter defines the concepts and the core of the theories covered in this paper; The third chapter studies the changes of state enterprise employment system and the derivative process of labor services in state-owned enterprises,The fourth chapter is the impact of the development of state-owned labor service organizations driving factors , from social,enterprises and individuals three levels of analysis,Chapter five are mainly labor service company, for example, in the sum of its labor employment system based on the impact of their produce on the driving factors are summarized; Chapter six is the conclusion and future research content.
