中文摘要:改革开放30多年以来,中国的经济发展与现代化建设取得了举世瞩目的成就。然而,中国原有的“低成本—粗放型”增长模式在创造巨大物质财富、促进商品和资源在更大范围内流动的同时,也造成了资源过度消耗、环境污染严重和生态的急剧恶化,使既有的资源存量、环境容量和生态阈值已经接近极限。因此,依靠科技创新,将低成本优势转化为以技术进步为主的新竞争优势;实施循环经济,实现现代化建设与生态文明建设“双赢”;这些已成为中国经济进一步发展亟待解决的问题。 作为化工行业的代表性部门,氯碱工业传统的“资源—产品—废弃物”的单程模式在各类能源、资源日趋稀缺、价格不断攀升的背景下面临经济效益与可持续发展的双重考验。因此,实现产业发展由“资源—产品—废弃物”的单程模式向“资源—产品—废弃物—再生资源”的循环经济模式的转变,已成为氯碱经济在新形势下进一步发展的内在要求与必然趋势。 在具体策略研究方面,本文认为:氯碱工业的循环经济建设,一方面需要做到生产节约与制度节约的紧密结合,既大力依托科技创新降低生产流程的资源能耗和环境污染,又在生产组织上科学规划,按照工业生态园区的理念将氯碱工业企业构成一个相互耦合、共生的拟生态系统,实现园区资源利用效率的总和最优。同时,另一方面,氯碱工业的循环经济建设还需要做到企业内部“小循环”、园区与整个行业的“中循环”和市场环境“大循环”三者的有机统一。科技创新与工业生态园区在构建“小循环”和“中循环”中发挥了重要作用,而绿色营销则在市场环境“大循环”的培育上占据了不可替代的位置。 研究发现:依托工业生态园区建设、实行绿色营销的发展模式不仅对氯碱工业的循环经济建设具有重要作用,对其他相关产业在发展思路上也有一定的启示、借鉴作用。  
英文摘要:Since the policy of reform and opening to the outside world implemented more than 30 years ago, the economy and modernization of China have been making remarkable achievements. However, Chinese original “low cost-extensive” growth pattern creates vast material wealth and promotes the flow of goods and resources in a large scale, meanwhile, it consumes excessively resources, pollutes seriously the environment and aggravates sharply the ecology, which causes resource reserves, environmental capacity and ecological threshold to their limits. Therefore, how to change the low-cost advantage into new competitive advantage based on technology progress by relying on scientific and technological innovation and how to bring modernization and ecological civilization construction to meet the situation of win-win by the implementation of recycling economy are becoming pressing problems to be solved for China’s further economic development. As a representation sector of the chemical industry, Chlorine-alkali industry’s traditional and unidirectional development pattern, “resource-product-waste”, faces the dual challenges of economic efficiency and sustainable development in the background of increasing scarcity of various forms of energies and resources and continuously climbing of their prices. Thus, it is an inexorable trend and internal requirement for Chlorine-alkali economy under new situations developing further to achieve industrial development changing from the unidirectional pattern of “resource-product-waste” to the one of “resource-product-waste-renewable resource”. Regarding the specific strategy, the thesis believes that to achieve the recycling economy of Chlorine-alkali industry, on one hand, it needs to closely integrate production saving and system saving, which will not only reduce resources consumption and environmental pollution in the production process by vigorously relying on scientific and technological innovation, but also scientifically plan in the production organization in accordance with the concept of ecological industrial zone to make Chlorine-alkali enterprises constitute a inter-coupling and symbiotic stimulant eco-system which will achieve the overall optimum of resource use efficiency of the zone. On the other hand, it needs to consolidate three cycles, the “small cycle” inner enterprises, the “medium cycle” between the whole industry and the zone and the “large cycle” of the market environment. Scientific and technological innovation and the Eco-industrial zone take an important role in building the “small cycle” and the “medium cycle”, while the green marketing takes an irreplaceable role in cultivating the “large cycle”. The research reveals that relying on Eco-industrial zone construction and implementation green marketing development pattern not only play an important role in recycling economic construction of Chlorine-alkali industry but also have a certain idea of enlightenment of and draw lessons from other related industries.
