中文摘要: | 烟叶原料是烟草行业及其卷烟工业企业赖以生存和发展的基础。烟叶资源作为一种总量、结构、产地都受约束的有限资源,长期以来,遵循“宏观调控、计划管理”的原则,对其产销实行严格的指令性计划管理。近年来,随着行业“两个10多个”战略的不断推进,一批卷烟重点骨干品牌迅速崛起,卷烟工业企业对烟叶原料提出了更高的要求。如何建立适合品牌使用风格质量稳定、数量充足的烟叶原料供应链,成为各卷烟工业企业发展面临的重大课题。 本文以供应链理论作为研究的理论基础,全面分析了国内外烟叶原料市场的生产供求现状和烟草行业供应链的特点,认为山东中烟公司要实现持续、快速发展,在未来市场竞争中占据一席之地,走控制原料环节是必然选择和重要的战略路径。对此,以山东中烟公司的原料采购布局作为实证,采用SWOT分析法,结合烟叶原料的采购特点,深入研究了其在原料供应链建设方面存在的优势、劣势、机会和威胁,论述了实施烟叶原料采购布局调整的必要性、重要性和紧迫性。提出山东中烟公司应坚持以品牌需求为导向,主动向上延伸产业链,积极主动地调整采购布局,全力巩固培育优势产区,扶持潜力产区,淘汰补充产区,加快推进采购布局向重点烟区、优质烟区、潜力烟区和骨干品牌配方主料烟区转移的采购布局调整工作思路。并分别从战略导向层面、战术操作层面和具体实施层面,重点对其如何进行原料采购布局调整进行了系统的规划与设计,明确了各阶段的实施重点和所要达到的目标以及供应商的选择定位、各产区采购布局调整的发展定位、目标定位。建议该公司顺应“北烟南移”的发展趋势,充分把握行业政策,主动实施采购布局调整:一是要实施省际间区域采购布局的战略性,二是要实施区域内部的优化,三是要积极构建品牌导向型烟叶基地单元,以从根本上解决影响制约山东中烟公司发展的原料瓶颈问题,化解烟叶原料采购风险,抢占发展制高点。 | |
