中文摘要：	政府信息公开是现代国家的一项重要民主制度。推进政府信息公开，不仅有助于塑造政府的亲民形象，也是构建和谐社会的有效途径之一。我国各级政府为电子政务的建设投入了大量的人力、物力和财力，为政府信息公开提供了良好的渠道。在《中华人民共和国政府信息公开条例》实施一年多后，制定一套评价我国地方政府网站政府信息公开情况的指标体系，对各地区政府网上公开的信息进行科学的定量分析，这对于检验《政府信息公开条例》政策的效果，提高政策的质量有重大意义。 本文首先运用文献调研的方法，对国内外政府网站建设的评价指标体系和政府信息公开评价指标的研究成果做深入的调查，对已有的相关概念界定和主要研究结论作出归纳和总结。其次，运用德尔菲法和访谈法进行指标的理论筛选，构建了地方政府网站信息公开评价的指标体系的框架，再通过专家问卷调查法和层次分析法为各指标进行权重赋值，得到最后的地方政府网站信息公开评价指标体系。再次，运用构建的指标体系评价天津滨海新区各区政府网站信息公开情况，通过数据调查结果，找到滨海新区各区政府网站信息公开建设存在的问题，并针对各自的问题提出相关对策建议。最后，通过滨海新区各区政府网站建设的实证研究，找到了我国地方政府网站信息公开建设普遍存在的问题，并提出了改进对策。 本文的创新之处在于构建的指标体系适合于评价县级以上的所有政府网站，指标体系层次性好，指标指示性强，能够专门针对网站公开内容、公开方式、监督保障制度等方面进行单独评价，便于从细节上准确、及时的找到政府网站信息公开建设存在的问题，针对问题找到解决问题的方法。
英文摘要：	Open government information is an important democratic Regulation in modern state. Making government information disclosure , not only helps to shape the government’s friendly image, but also is an effective way to build an harmonious society. Governments at all levels put a lot of manpower and financial resources for E-Government , which is a good channel for government information disclosure. " The Regulations of the People’s Republic of China on Open Government Information " is effective more than one year, we construct an evaluation system with high reliability and applicability for assessing Government Information on Government websites in China, which is significance for testing "Government Information Openness" policy effects to improve the quality of the policy . Firstly, based on the literature research method, this paper investigates thoroughly the achievements of government websites in the evaluation index system and evaluation of government information disclosure research at home and abroad, and summarizes existing concepts and major research findings. Secondly, after using the Delphi method and interview method to select index, we make a theoretical construct of evaluation system about the Local government website information openness, and then get the final Open government information evaluation index system of Local government websites by expert questionnaire and Analytic Hierarchy Process methods. Thirdly, we use evaluation index system constructed to weight Tianjin Binhai New District government websites information disclosure. Through the investigation and data analysis, we know that there are some questions in the government website information disclosure for Binhai New District and the paper puts forward some measures that governments should take. Finally, through the empirical study, we find widespread problems in Local Government Websites information openness, and give some improvement measures. The innovation of this paper is to construct the evaluation index system which is suitable for all governments above the county level websites, the good criteria systems level and directed indicators can help us do individual assessment from government website online information, open way, supervision regulations and so on. This evaluation index system is good for us to find accurate and timely problems in the government government information disclosure, and to find solutions to problems.
