中文摘要：	在当今信息化的时代里，信息资源对人们的生产、生活产生了巨大的影响。在我国，政府作为重要的信息资源中心之一，绝大多数信息资源掌握在政府部门中，如何将信息资源共建共享、充分发挥信息资源的价值成为学术界讨论日益激烈的话题。《中华人民共和国政府信息公开条例》的实施，开创了我国政府信息公开的新局面，标志着我国政府真正地迈向了“信息公开时代”。 人类社会已经进入到了信息文明的时代，信息无疑成为现代社会最宝贵的资源之一。无论是国家的经济决策，还是企业或个人的经济决定都必须有充分的信息支持。而政府信息公开正是要求政府将信息公开作为一种义务，为公众获取政府信息从法律上提供了保障。 本文通过对国际上政府信息公开发展历程的描述，发现国际上政府信息公开对政府咨询工作主要体现在对内决策咨询与对外公众咨询两大领域；而我国传统的政府信息咨询主要是面向政府内部的决策咨询。虽然《政府信息公开条例》的颁布与实施保障了公众对政府信息的知情权，提出了政府要面向公众提供信息服务的职能，但是现阶段，我国政府面向公众的信息服务只是停留在公开一定信息，公众被动接受这一阶段：一方面是缺乏对公众的信息需求的了解，过多地体现了政府意愿；另一方面是缺乏对公众的咨询，缺少政府与公众之间的互动。笔者从解决这一现状问题为出发点，结合政府信息公开这一大环境，提出了需要建立以政府信息公开为基础的公众咨询模式，以便于保障政府信息的公开和提高政府信息服务职能。 本文站在政府和公众的角度考虑如何更好地为公众提供信息咨询服务，通过分析政府信息公开下公众对政府信息咨询服务现状的调查结果，并且紧密结合电子政务系统建设，从组织、服务和技术三个方面阐述了面向公众的政府信息咨询模式的构建。
英文摘要：	In the age of information, information technology and information resources are essential for our daily life. In China, most information resources are held by government departments as one of important information centers, increasingly, the academic discussions focus on the topic of how to achieve information resources sharing and the value of information resources The implementation of " Open Government Information Regulation of the People's Republic of China" creates a new revolution of China's open government information, which indicates that Chinese government has actually gone toward the "information open era." In the information age, information will undoubtedly become the most valuable resource in modern life. An enterprise or individual economic decisions need to have adequate information as well as the country's economic decision-making. The information disclosure requires the government to consider information disclosure as an obligation, which provides a legal guarantee for public access to government information. In this paper, through the investigation of the traditional means of consultation the description of the international development process of the government information disclosure, it is found that international government information consultation is mainly reflected in the internal decision-making consultation and the external public consultation; while our traditional government information consultation is government discussion-making oriented with internal government as service objects. Although the "Regulations on Open Government Information" is implemented to protect the public's right to know government information and states that the government should provide information services for the public. However, currently our government's information services only provide a small amount of information, where the public is imposed to accept information. Two problems are a lack of collection of public information requirements and the lack of providing consultation for the public and interaction between the government and the public. The author represents a new model of public consultation based on the government information disclosure to improve the information disclosure and government services. This paper researches the government how to provide information consultation service to the public and proposes a new model of government information consultation from three aspects of organization, service and technology, which is based on the analysis of the survey result of the current government information consultation service and E-government system.
