| 中文摘要: | 公共工程项目群具有建设规模大、建设周期长、利益相关者众多,政府及公众的参与程度高等特点。众多的公共工程项目群参与者来自不同的组织,其目标各不相同,且由于大多数公共工程项目群的信息管理落后及政府在公共工程项目群管理过程中的角色定位不明晰等,因此导致公共工程项目群团队的冲突加剧,项目群管理水平整体不高。为了减少公共工程项目群的管理过程中的冲突,提高公共工程项目群的管理水平,有必要构建一支高绩效的公共工程项目群团队。本文以公共工程项目群的利益相关者分析为起点,运用集成管理的思想及合作伙伴关系的思想进行了深入研究。 首先,界定了项目群团队的涵义,并提出了项目群团队建设过程中的指导思想;界定了公共工程项目群团队构建的对象,即政府投资人、项目群管理组织、项目群委员会、政府项目管理办公室、设计单位、监理单位、供应商、承包商、政府有关部门、公众、用户等。 其次,提出了公共工程项目群团队的结构、通过对公共工程项目群团队建设特点的分析及指导思想的运用,构建了公共工程项目群团队建设的架构。 再次,在对公共工程项目群团队建设架构中具体的内容进行研究的基础之上,提出了公共工程项目群组织结构;通过探讨项目群工作分解与描述,界定了公共工程项目群团队主要成员的角色与职责;分析了公共项目群团队中各个层次的集成项目群团队的构成及组建方法;提出了基于合作伙伴关系思想的公共工程项目群沟通管理平台、协调管理平台及冲突管理平台的建设方法。 最后,以H教育园区一期工程项目群团队建设案例为背景,分析了H教育园区一期工程项目群组织结构、项目群团队成员的角色与职责及项目群团队的组建方式;总结了H教育园区一期工程项目群团队沟通管理平台、协调管理平台、及冲突管理平台的建设的方法。 | |
| 英文摘要: | The public program is usually characterized by large scales, long construction periods ,many stakeholders, a high degree of participation in the government and public. Many participants of the public program are from different organizations. Their different objectives, the low level of information management in most of the public program management and the vague role of government group in the process of public program management increase conflicts between public program teams, therefore, which result in overall low level of program management. In order to reduce conflicts , improve the level of the public program management, it needs to build an outstanding group of public program team. This thesis analyses the stakeholders of public program as a starting point, uses ideas of integrated management and partnerships to conduct in-depth study about the public program team building. First, the thesis defines the meaning of the program team and proposes the guiding ideology to the program team-building ,defines objects of public program team building, which contain the government investors, program management organization, program committees, government project management office, design units, supervision units, suppliers, contractors, government departments, public users, and so on. Secondly, the thesis proposes the structure of public program team, Preliminarily builds the framework of public program team building by analyzing the characteristics of public program team building and the use of the guiding ideology. Thirdly, On the basis of studying the specific contents in the framework of public program team building ,the thesis proposes public program structure, defines the roles and responsibilities of team members through the investigation of the Program Work Breakdown Structure and the description of program, analyses the composition of the integrated program teams and team building methods at different levels of public program team, Proposes construction methods of public program platform of communication management, coordination management and conflict management based on partnerships. Finally, at the background of the case of team building in H Park, an educational program , the thesis analyses the organizational structure of the first phase of H Education Park program, roles and responsibilities of team members, program team-building approaches, summarizes the construction methods of platforms of communication management, coordination management, and conflict management of the program team. | |
