中文摘要：	随着我国教育体制的不断完善，公民接收教育的机会更加平等。自从高校扩招以来，每年有大量毕业生涌入社会，加上近两年来全球性经济危机引发的市场萧条，大学生就业存在很大的压力。大学生的就业问题关系到国家的可持续发展和社会稳定。为促进大学生就业的质量和效率，需要对就业信息资源进行深入开发利用与共享。但是如果仅仅依靠市场进行就业信息资源的分配，会出现就业信息垄断、就业市场信息不对称、就业信息资源开发利用与共享不足等种种问题。针对这些问题，政府应当通过行政、法律、经济调节等手段，建立统一的公共就业信息服务平台，促进就业信息资源在全社会的共享与有效开发。 本文采用文献调查法、比较分析法与访谈调研法等研究方法，对政府在就业信息资源共享与开发过程中所起的作用和拥有的优势进行了分析，对现有的企业性质的招聘信息平台进行了案例调研，发现了存在的不足，并在此基础上提出了政府主导的就业信息资源共享平台的发展模式。 论文研究发现，目前我国现有的就业途径主要是企业和求职者的双向选择。这种方法发挥了企业的主动性与学生的自主性，但是由于信息不对称、市场失灵等原因，这种就业模式会造成严重的人才流失和失业现象。另一方面，我国政府部门在就业信息共享上没有发挥应有的作用。政府对于企业就业信息资源管理的规制、对于就业信息中介企业的管理以及政府部门间的就业信息共享都存在着一定的问题，导致就业信息资源开发与共享不足。 针对存在的问题，本文建议充分发挥政府对就业市场的引导作用，建立起政府就业信息资源共享平台，通过政府信息公开和共享，解决目前就业市场信息不对称、市场失灵、学生求职盲目、企业选人难等问题，从而在目前劳动力相对过剩的经济形势下保证我国大学生就业工作的顺利开展。
英文摘要：	With the development of education, almost every one could obtain the equal opportunity to receive education. And after their graduation, whether they could success in job-hunting have closely related to the social stability and future prosperity of our country. So the government should play a role as information sharing platform between graduates with enterprises, and also because of the special status of government which could make full use of information in different departments. To integrate and share job information and lead the trend of market. From the event of Financial Crisis in 2008, we could learn that, market has its limitations, its blindness and spontaneity could destroy traditional job system. How to alter this situation? The government matters a lot. Because government master rich resource and information, also through economic, administrative, lawful measures to make up the disadvantages of market to stimulate the market, With regard to enterprises, through legal, tax policies, macro-level guidance, the college students in a systematic career planning and employment of all aspects of multi-channel guide. In this study, a literature survey method, comparative analysis, interviews, survey research methods to share information on the government's employment status and level of development was more in-depth analysis and study, the level of cooperation between government departments directly affect the extent of information sharing, This employment pattern will cause a serious brain drain and unemployment, which requires the government to use the unique leverage, the final directly coordinate with the employment situation. However, the present of our government departments to share information in employment is still in its infancy, at present the country's employment mainly through business and job seekers, two-way choice, this approach has played a corporate initiative and the autonomy of the students, but because of asymmetric information, the impact of market failures. Government Information sharing is a wide area, multi-channel resources of a collection of multi-faceted support needed to complete. Government employment information sharing, through the mutual efforts of various government departments to achieve a strong guarantee of full employment of university students, government departments of the resources sharing the job market will provide a clear direction, to explore the potential vitality.
