中文摘要:随着我国电子政务发展水平的提高,电子政务服务的人群越来越广。但是,从目前我国电子政务应用的情况来看,由于数字鸿沟的存在,只有部分公民能够接入电子政务服务。电子政务服务的供给与农民工的接收之间存在着巨大的鸿沟。这不但造成了电子政务服务的浪费,也影响到农民工信息福利的增加和信息权利的保障。作为一项公共服务设施,电子政务在社会弱势群体中的普及应用,对于电子政务的价值提升具有重要意义。 首先,笔者在大量文献阅读基础上分析了农民工对电子政务需求和满意度研究的可行度和必要性。 其次,采用文献调查法全面回顾国内外关于电子政务的需求和满意度的相关研究,同时进一步了解调查了农民工的信息需求以及对电子政务服务的利用相关研究。 第三,在实证研究中,本章主要采用问卷调查方法,同时也进行必要的结构式访谈,搜集了大量的第一手材料和原始数据,资料,为本文提供了坚实的基础。由于客观条件的限制,本文的调查的地域性和规模存在一定的限制。由于本文旨在了解我国农民工对于电子政务的实际需求,以及在获取电子政务服务的过程中存在的障碍。为了实现这个目标,我们首先从农民工的一般信息需求开始,逐渐过渡到其对电子政务信息服务的需求。通过研究清晰表现了农民工的信息需求以及对电子政务的认知程度,农民工从电子政务服务的潜在用户变成现实用户的主要条件以及移动政务与“三网合一”对农民工利用电子政务服务的影响。在此基础上针对每一条研究结果对电子政务服务的改进进行了相关的建议。 第四,笔者在相关文献研究和以上实证调查的基础上,初步设想构建了农民工对电子政务的满意度模型,通过调查数据分析与专家调查法初步建立了指标体系,然后运用层次分析法计算了各个指标权重。主要侧重电子政务对农民工的服务方面。 最后,笔者总结了本文的研究成果,分析了本文研究的不足,并对后续研究提出建议。  
英文摘要:With the develop of the E-government ,more and more people reap the benefits of E-government . However, from the current situation of China's e-government applications as far as the digital divide exists, only some of the citizens can be to access e-government services. A huge gap exists between E-government services supply and migrant workers’ receive. This not only results in a waste of e-government services, but also affects the information on the welfare of migrant workers and the right to information protection. As a public service, the popularity of the e-government application in the social disadvantaged groups can help upgrade the value of e-government. First, based on the literature review , the author analyse the feasibility and the necessary of E-govermant services for the migrant workers. Second, by the method of literature survey,the author tracks the research results about the necessary and requiretmant of the E-governmant both in and out of China. And then know the necessary information and the services of E-governmant for migrant works. Third, in the empirical research stage, This paper, using a questionnaire survey method, aimed at understanding of Chinese migrant workers for the actual needs of e-government, as well as the obstacles to get e-government services. In order to achieve this goal, first of all we began from the general information needs of migrant workers, and then gradually transit to its e-government information service needs.And give some suggestion for government to improve their sevices for migrant works. Forth,based on the literature review and the empirical research,the author make a polit study of design a satisfaction model of E-governmant services for migrant wokers. In the end,the author Conclusion the reseach results of this paper and give some advices for further researchs.
