中文摘要：	本文采用文献分析、专家访谈、案例分析的研究方法，力争通过研究找到影响市政基础设施设计项目完成质量的所有因素，并对其中关键因素进行分类研究并找到关键因素的控制方法，最终达到提高市政基础设施设计项目完成质量的目的，从而帮助设计单位在大力发展经济的同时，减少设计质量问题的出现，使设计单位即能够得到经济利益，也能够保持良好的声誉，帮助设计单位在日益激烈的市场竞争当中处于有利之势。 本文的研究成果体现在：本文通过研究找到了影响市政基础设施设计项目质量的所有因素，通过对关键因素分类分析的基础上，可以得知，通过控制外部、内部影响关键因素，可以提高完成市政基础设施设计项目的质量，因此，本文重点研究了市政基础设施设计项目质量外部、内部影响关键因素的控制方法；本文将市政基础设施设计项目质量外部、内部影响关键因素控制方法应用于中新天津生态城水环境专项规划项目中进行案例研究，证明了本文所研究的控制方法对于提高该类设计项目完成质量确实有明显的效果，这将有助于市政基础设施设计项目质量外部、内部影响关键因素控制方法在行业内推广应用。 本文的主要创新点在于：本文找到了几乎全部影响市政基础设施设计项目完成质量的因素，进行关键因素分类并进行研究；本文提出了市政基础设施设计项目质量外部、内部影响关键因素的控制方法；本文将市政基础设施设计项目质量外部、内部影响关键因素的控制方法应用于中新天津生态城水环境专项规划这个大型项目中进行案例研究，通过工程实例应用效果分析，为研究结论提供了有力的支撑。
英文摘要：	This paper uses many methods such as document analysis、expert interview、case analysis. By studying try to find all the factors that affect the completion quality of engineering design for the municipal infrastructure project. Meanwhile, try to find control methods for some key factors through classification and study. ultimately in order to improve the completion quality of engineering design for the municipal infrastructure project, which helps design units speed up the economic development and reduce the quality problems of engineering design, so design units can not only gain the economic interests, but also able to maintain a good reputation, accordingly design units can get the dominant position in the increasingly fierce market competition. Achievements of this paper is reflected in: By studying this article finds all the factors that affect the completion quality of engineering design for the municipal infrastructure project, on the basis of classification analysis the key factors, so that we know, by controlling the external and internal key factors We can improve the completion quality of engineering design for the municipal infrastructure project. Therefore this article focuses on the control methods of the external and internal key factors that affect the completion quality of engineering design for the municipal infrastructure project, which are applied to the case analysis of the water environment in the Sino-Singapore Tianjin Eco-city special plan project. It proves that the control methods of this paper have a significant effect on the improvement of the completion quality of engineering design for the municipal infrastructure project. It will be in discriminate use in the same industry. The main innovation of this paper is: this article finds almost all the factors that affect the completion quality of engineering design for the municipal infrastructure project., classify and study some key factors in addition; In this paper, it is offered the control methods of the external and internal key factors that affect the completion quality of engineering design for the municipal infrastructure project, which applied to the case analysis of the water environment in Sino-Singapore Tianjin Eco-city special plan project , through the analysis of the engineering examples, which proves a strong support for the study conclusion.
