中文摘要：	上世纪80年代，各种项目活动不断出现、扩大并且内容更为复杂，项目数量急剧增加，项目团队的规模也在日益扩大。与之相适应，对项目的管理也由传统模式演进到现代模式。 天津市科技计划体系是根据天津市科技发展规划和战略部署，由天津市科学技术委员会组织安排的、以市财政资金支持或以宏观政策调控和引导的、以项目形式实施的科学研究与试验发展活动及相关的其它科学技术活动，是解决天津市经济和社会发展中涉及的重大科技问题、实现科技资源合理配置的重要手段和途径。在天津市科技计划体系项目实施的过程中，由于政策变化、人为因素等导致的项目范围变更的情况比较普遍，对项目的管理产生了许多不利的影响。 本文的第一章对论文的研究背景做简单介绍；第二章回顾项目管理的基础概念；第三章首先介绍了天津市科技计划体系项目的管理体系，然后分析了天津市科技计划体系项目的独特性和项目范围变更的诱因；第四章则主要分析了项目范围发生变更后的管理措施，控制和减少项目变更情况发生的方法；第五章具体描述了《滨海新区辐照技术服务平台建设》、《基于LED显示屏的新型科普传播平台建设》两个典型案例实施过程中项目范围变更的情况。
英文摘要：	In the 1980s, there were many kinds of projects appearing and expanding continually, the contents of which were more complex than ever before. And the project teams’ scale was also enlarged day by day. Accordingly, the pattern of the project management was also transferred from traditional to modern gradually. According to the development programs and the strategic plan in science and technology, Tianjin science and technology program system is consisted of scientific studies and experiments and other correlative activities implemented in the form of project, organized by Tianjin Science and Technology Commission, supported by the city fiscal funds, regulated and guided by the macroscopic policy, which is the important means to solve the significant technical problems caused in the course of economic and social development of Tianjin and thus achieve a rational resource allocation. As a result of the changes of the policy and human factors, the situations of modifying the project scope became more popular during the course of carrying out the project of Tianjin science and technology program system, which weighed heavily against the project management. The first chapter of the article makes a simple introduction to the paper’s research background; the second chapter reviews the fundamental concepts of the project management; the third chapter introduces the project management system of Tianjin science and technology program system and its uniqueness firstly, and then analyses the inducement of the modification of the project scope; the fourth chapter mainly analyzes the management measures following the modification of the project scope and the methods to control and reduce this kind of modification; the fifth chapter describes specially two typical cases, "The Service Platform Construction of the Exposure Technical of Binhai Newly Developed Area" and "The Disseminates Platform Construction of New Type Popular Science Based on LED Display Monitor", which the situation of modifying the project scope occurred during the course of carrying out.
