中文摘要：	随着我国政府采购制度的发展和政府采购工作的不断进步，政府采购对信息化需求越来越迫切；电子化政府采购平台以信息技术为载体，结合电子商务技术的应用，为政府采购各方当事人提供便捷高效的服务，从而使政府在人力财力上得到大幅的节省，在效率上得到充分的提高，电子化政府采购平台建设已成为各地政府采购工作的重点。然而，由于IT项目本身固有的不确定性、独特性和不可视性，加上电子化政府采购平台建设项目的公共性、政策性、创新性等特性，不能满足业务需求、项目费用超支、项目进度延时甚至项目失败的现象十分普遍，产生这些问题的主要原因是没有对电子化政府采购平台建设项目进行有效的项目管理，其中项目风险管理是提高电子化政府采购平台建设项目成功率的重要手段之一。 本文首先回顾了风险管理的相关理论与方法，对现有的IT项目风险管理的理论体系进了比较分析；接着，深入分析了天津市电子化政府采购平台建设项目的特性以及环境、项目干系人、管理和技术四个方面的风险源；然后，应用IT项目风险管理知识和工具，对天津市电子化政府采购平台建设项目进行风险识别、风险评估、风险应对计划、风险监控和组织保障，并进行总结和分析，最终形成一套完整的电子化政府采购平台建设项目风险管理体系和策略，总结出风险管理的几点重要结论，以指导电子化政府采购项目风险管理工作，提高项目管理效率、缩短项目周期、降低项目成本、保证项目质量，从而创造最大的价值和效益。
英文摘要：	As the developing of government procurement policy and the improving of government procurement in our country, informatization is becoming more and more important in government procurement. Electronic government procurement platform is based on information technology, combining the application of electronic business technology and it is aimed to provide convenient and effective service for all the people involving in government procurement, so as to save more trouble and money for government department and make the process as effective as possible. The instruction of electronic government procurement platform is becoming the most important part in procurement project for all the government departments. However, because of the uncertainty、uniqueness and invisibility of IT technology and the commonality、policy-related and innovativeness of electronic government procurement platform, the results may not be satisfying, sometimes the business request can’t be satisfied ,sometimes there may be delay and overrun for the project or even failure. The main reason for the failure is invalid management of Electronic government procurement platform, and project risk management is one of the most important methods to increase the success rate for the instruction of electronic government procurement platform. First of all, this thesis will review the relative theories and methods of risk management, so as to put on comparative analysis on present theory systems of IT project risk management. And then to analyze the characteristics of the instruction of Electronic government procurement platform in the city of Tianjin and the four risk sources which are environment、relative people、management and technology. After that, I try to use the knowledge and tools of IT project risk management to analyze the risk identification、risk assessment、risk processing、risk supervision and organizational guarantee for the Electronic government procurement platform of Tianjin. After analysis and conclusion, I try to form a complete system and method for Electronic government procurement platform management, to sum up some important conclusions for risk management. In the end ,the new theory and method can be used to conduct electronic government procurement risk management, to promote the efficiency of project management, to shorten the project periodicity, to cut down project cost, to ensure the project quality, so as to create the biggest value and benefits.
