中文摘要:近30年来,是中国经济飞速发展的时期,随着改革开放的推进,根据经济发展的战略要求,我国设立了经济技术开发区、高新技术开发区、保税区、出口加工区、生态工业园区等功能多样的自由经济区模式,形成了具有中国特色的自由经济区经济体系。并且,这些经济区成为所在地区经济发展的重要增长点,在区域经济发展中起着龙头带动的作用。 在发展中,中国的经济技术开发区在推进经济发展模式的转变、促进产业结构的调整与升级、增强自主创新的能力、集聚合理利用资源等等方面充分发挥了窗口示范和辐射带动作用。同时探索“走出去”兴办跨国经济园区的新模式,将国内开发区的经验与模式形成品牌输出,拉开了中国企业全球化的序幕。 自2005年始,商务部正式批准国内企业在境外设立经济贸易合作区。中非泰达投资公司投资、承建、开发的埃及苏伊士经贸合作区就是其中的一个国家级经贸合作区。本文在对中非泰达公司及其投资项目苏伊士合作区的内部条件和外部环境进行系统分析的基础上,结合经济园区发展理论和战略管理理论,力图对中非泰达公司的发展战略提出科学合理的方案,并对战略的实施与控制提出建议。希望对与中非泰达投资公司的未来发展以及其它境外经贸合作区的开发管理公司具有指导和借鉴意义。 本文通过系统的研究得出结论,经济园区要想规模化发展、形成并持久保持竞争优势的核心在于园区内能够形成高度的产业集群,园区内企业间产业相关性高,形成横向和纵向交织的网络状产业链,从而形成园区内企业间的高度协同、资源共享,最终形成以园区为核心的区域规模经济的优势。对于园区的管理公司来说,首先要具体识别和整合园区自身的核心资源,例如:区位优势;政策优势;基础设施的硬优势;配套、服务、管理等软优势。并使之形成自身的核心竞争力,以之吸引企业和资本进入园区投资。利用大企业带动、产业带动、国别特色带动等模式,促进和完善园区内产业链发展,并逐步在园区内形成产业集群。  
英文摘要:The past 30 years is a period of rapid development of Chinese economy. According to the strategic requirements of economic development, China has established the Economic and Technological Development Zone, High-tech Development Zone, Bonded Zone, Export Processing Zone, Eco-industrial Park and various functions of free economic zone models with the process of China’s open and reform. These zone models have formed the economic system with Chinese characteristics. Furthermore, these economic zones also have become an important point of the economic development growth, and play a leading role in the regional economic development. In the development process, China’s economic and technological zones play the leading role of the window model and radiation function in promoting the changing pattern of economic development, promoting the industrial restructuring and upgrading, enhancing the independent innovation capability, concentrating and using resources reasonably, etc. and the full play the leading role of the window model. At the same time, the new model of exploring the "going out" strategy to set up transnational economic zones, and the brand output of the experience and model of the domestic development zones, have started the globalization of Chinese enterprises. Since 2005, the Ministry of Commerce formally approved the establishment of domestic enterprises in foreign economic and trade cooperation zones. The trade and economic cooperation zones in Suez,Egypt, invested, contracted to build and developed by China-Africa TEDA Investment Co., Ltd, is one of the national economic and trade cooperation zone. In this thesis, based on the systematic analysis to the internal conditions and external environment of the company- China-Africa TEDA Investment Co., Ltd., and the investment project- The trade and economic cooperation zones in Suez, combining the Park development economic theory and strategic management theory, I try to propose a scientific and rational program to the development strategy of China-Africa TEDA Investment Co., Ltd., and make suggestions to the implementation and control of the strategy. I hope my proposal can play a part in the guidance and reference to the development of China-Africa TEDA Investment Co., Ltd., and the development and management of other foreign economic and trade cooperation zones. Through systematical research conclusion, economic zone to scale of development, formation and lasting competitive advantage is the core of keeping the height can be formed within the park, the industrial cluster, high correlation between industrial enterprise horizontal and vertical form of network industry, thus forming a park enterprises highly, resources sharing, and finally formed to park as the core of the regional economies of scale advantage. For the management company, the first to specific identification and integration of core zone resources, such as: the geographical advantage, Policy advantage, infrastructure, Facilities, service, etc. And that formed their own core competitive ability, to attract business and capital into the garden. Using the big enterprise, industry, the national characteristics of the drive, promote and perfect as patterns, and industrial park in the park development gradually formed in the industrial clusters.
