中文摘要:随着我国经济的迅速崛起,通信行业的重组给通信企业带来了无限商机,同时也带来了竞争的压力。传输光缆网络建设作为通信基础网络成为各运营商业务竞争的基础保障,做好光缆线路建设完善光缆网络成为各运营商的首要任务。目前通信行业的项目风险管理仍没有系统化,仍处在简单的风险回避的活动上,要加强通信项目中的风险管理首先要加强项目风险管理的意识,然后应用项目风险管理的理论将项目中相关风险管理的活动组织起来系统化,完善项目风险管理的体系。 光缆线路建设项目在通信建设项目中由于涉及到行政区域内所有的光缆线路的网络建设,项目建设的地理区域广,涉及的项目利益相关者也很多,因此影响光缆线路建设项目的外部因素很多。多方面因素造成项目实施的过程中存在着各种各样的风险,对项目产生负面的影响,而最终使现阶段的光缆线路建设项目不论项目工期还是完成的工作量上都不尽如人意,企业管理者要成功的管理此类项目必须要引用项目管理的方式,而风险管理成为成功的前提,只有做好项目的风险管理,采取适当的风险应对的策略,使项目风险对项目的影响降到可以承受的范围内,最终达到项目的目标。 本文从光缆线路建设项目风险的特点和现状分析入手,详细的分析了项目风险管理过程中需要解决及目前存在的问题,讨论了适合此类通信项目风险识别和评估的方法,利用项目风险管理的理论对光缆线路建设项目风险进行了识别、评估,并针对项目评估的结果进行风险应对措施和风险控制的研究,最后本文以天津移动光缆线路建设项目为例对此类项目风险管理做了详细的研究,取得了良好的成果。通过对光缆线路建设项目的风险管理的研究与实践,大大改善了项目实施的质量节省了工期,另外初步建立了此类项目的风险管理的体系,对其他通信项目的风险管理也具有一定的参考意义和借鉴意义。 
英文摘要:With the rapid growth of the social economy, the reforming of telecom industry brings not only much more business opportunities but also much pressures of competition to the telecom enterprises. The construction of transmission cable network, which is the fundamental network of telecom, becomes the elementary guarantee to compete for to all the operators. However, the project risk management in telecom industry has not been systemized up to now, which is still in the simple activities of risk avoidance. To reinforce the management of telecom projects, it is the most important to enhance the consciousness of risk management for the project managers. Then we could improve and perfect the system of project risk management by systemizing all activities correlative to risk management, using the theories of project risk management. Because optical cable line construction relates to all the network construction of optical cable lines in some certain district, with large geographical area and many stakeholders, it is influenced by many exterior factors. All kinds of factors lead to a variety of risks in the process of project practice, and impact the projects negatively. These will make the present optical cable line construction undesirable both on the time limit and the accomplished workload of the project. Therefore, cooperation managers must use proper project managements to manage this kind of projects successfully. Being the precondition of successful management, risk management is the most vital work. As only as the risk managements is properly given, and the appropriate policy to defense the risks is involved, the negative impact of the risk could be lowered to the endurable range, and then the target of the project could be reached. Starting with analyzing the characteristics and current situation of project risks for optical cable line construction, this article analyses the problems to be solved in the process of project risk management, discusses the methods fit for risk identifying and evaluating of this type of telecom projects, indentifies and evaluates the risk of optical cable line construction projects with the theories of project risk management, and researches on solutions and controlling methods for the risks according to the evaluated results mentioned above. Taking the optical cable line construction projects of Tianjin Mobile Company for example, more researches have been studied as to this type of project risk management. And the studies have achieved positive results. By researching and practicing of the risk management of optical cable line construction projects, the project quality has been greatly improved within a shorter time limit of the project. The risk management system for this type of projects is established successfully, which is also beneficial for the risk management of other telecom projects.
