中文摘要：	电网企业在市场经济条件下，经过改制转型，同时为了适应国际化和市场化的要求，出于管理提升需要，正在纷纷努力建设自己的内部控制体系和以ERP为代表的信息管理系统。这两个体系都是涉及面广、规模浩大、费用高昂的项目。ERP的实施给管理基础相对薄弱的电网企业内部控制带来了潜在风险，同时业务流程和信息流程的有效整合又为其内部控制效率的提高，控制效果的增强带来了前所未有的机遇。 本文以A电力公司为案例研究对象，探讨其在ERP环境下内部控制体系的构建。A电力公司作为电网企业之一，在企业文化、人员构成、管理模式和面临的风险等方面都有其自身特点，这就决定了照搬任何一种内部控制体系框架都难以达到理想的效果。文章以国内外内部控制相关理论研究成果为指导，结合A电力公司实际情况，对其内部控制体系建设存在的问题进行了分析，同时通过分析ERP项目建设给企业内部控制带来的影响，指出在A电力公司整合ERP系统与内部控制体系的必要性，提出了A电力公司ERP环境下内部控制体系的三维立体框架结构设计构想。
英文摘要：	In order to meet the requirements of international market and development of management, the power company under market economy environment goes through institutional reform. These two systems are involved in a wide, vast scale and expensive projects. In this paper, A power company taken as a case studies the construction of internal control system of enterprise under ERP environment. A power company, as a power network enterprise, has its own characteristics such as in enterprise culture, staff composition, management mode and risk. This determines the copying of any internal control system mechanically is difficult to achieve the satisfactory results. This paper, based on domestic and overseas achievements on internal control system theory, and combined with practice of A power company, analyses the existent problems on internal control system construction. By analyzing the ERP project to the impact of internal control system, the paper points out the necessity of integration of ERP systems and internal control system in A power company. A power company three-dimensional concept was proposed under ERP environment of internal control system.
