中文摘要：	随着我国移动通信产业的迅猛发展，移动通信逐渐由2G时代迈向了3G时代。TD-SCDMA是由中国自主研发的第三代移动通信标准，并首次由中国移动负责试验网的建设。TD-SCDMA数据网管是TD-SCDMA网络支撑系统，是TD-SCDMA网络是否可以正常运行重要支撑和保障。中国移动承接的这次工程，是一项关乎民族通信产业兴衰的艰巨的历史使命，更是关乎中国移动未来发展的重要一项战略任务。如何能够保障在短时间内以高质量完成这项重要的项目，成为此次工程建设所面临的重要问题。 移动TD-SCDMA数据网管系统是一套以软件开发为主的IT集成系统，负责对移动TD-SCDMA网所有数据业务系统进行监控、管理和维护。该系统规模庞大，关联系统众多，接口复杂，技术难度高，在通信行业内没有实施先例可以参考，项目蕴涵着诸多风险因素。因此如何运用项目风险管理理论，对该项目进行有效的项目风险控制就显得尤为重要了。 本论文首先回顾了项目风险管理的基础理论知识，分析了移动TD-SCDMA数据网管项目建设情况，剖析了该项目的项目风险管理现状。然后针对移动TD-SCDMA数据网管项目特点，应用现代风险管理知识和工具，对项目实施过程中存在的风险进行了风险计划、风险识别和风险评估，并针对存在的风险因素制订风险计划和跟踪应对措施。此外本文除了对项目的风险管理过程进行了着重分析外，还结合P²I²模型中的另外三个因素，从项目风险管理参与者、项目风险管理政策的角度，对项目风险管理进行多角度的剖析。本文的研究成果为移动软件开发类项目风险管理提供了可借鉴的经验，可以促进企业提高软件项目风险管理的效率，更好的保障项目实施的质量。
英文摘要：	With the the rapid development of china mobile communication industry,the mobile communication evolves from 2G era to 3G era. TD-SCDMA is China's homegrown third generation mobile communications standards, and is constructed by the China Mobile for the first time. TD-SCDMA IPNet Manager is the support system of the TD-SCDMA network, and it’s very important to ensure the network’s normal operation. The project constructed by the China Mobile, it is a historical mission of the national communications industry, it is a very difficult task, and it’s an important strategic task of China Mobile. How can we complete this important project in a short time with high quality, become an important issue of this project. TD-SCDMA IPNET management system of China Mobile is a set of IT-based Integrated Systems Reliance on software development. It is responsible for monitoring、management and maintaining all the systems of TD-SCDMA Data network. TD-SCDMA IPNET management system is a large-scale systems, and it is associated with many systems. This system’s interface is very complex, and the technology used by this system is very Difficult., There are no precedents in the communications industry can refer to. Therefore, this project has many risks.So it is very important to use the theory of project risk management to control the project risks. First, this thesis reviewed the basis of project risk management theory, analysis of the construction Status of TD-SCDMA IPNET management system of China Mobile,analysis the status of this project’s risk mana gement. Then according to the characteristics of TD-SCDMA IPNET management system, used the modern risk-management knowledge and tools to identify and analysis the risks of the project implementation process. Design risk plan 、racking and response measures according to the risk factors. In addition to focus on analysis the process of project risk management, this thesis analysis of the project risk management from human、infrastructure and implementation of the point of view With the other three elements of P²I²Success model from multiple angles. This thesis provided the experience to draw upon to the Project Risk Management of China Mobile’s software development project. Encourage enterprises to improve project risk management efficiency, to protect the quality of project implementation.
