中文摘要:摘 要 自我国1998年国务院颁布《关于在全国城镇分期分批推行住房制度改革实施方案》推出房改的目标是按照社会主义有计划的商品经济要求,实现住房商品化以来,我国商品房市场逐渐发展,从2000年开始,房地产市场呈现出蓬勃发展,蒸蒸日上的态势,经过近十年的发展,我国房地产市场越来越规范,专业化水平越来越高,市场竞争逐步加剧,促使房地产开发企业向着规模化、品牌化方向发展。经过政策和经济的双向调整后,房地产行业势必逐步由原来的超利润率水平向社会正常利润回归。政治经济学告诉我们在一个日渐充分发展的市场里,一个企业要想立于不败之地,实现最大的经济效益,就必须要对产品成本进行有效的管理和控制,实现集约效益型开发,从而真正实现开发利润的最大化。同理,房地产企业的产品就是其建造的房子,在房地产市场日趋成熟的今天,要想保证企业不败的竞争优势,就要尤为重视房地产成本的管理与控制,微利时代房地产开发企业成本控制的战略意义有时甚至比规模扩张更为重要。许多综合实力较强的房地产开发企业像万科地产、富力地产、保利地产等都把打造企业成本控制作为提升自身竞争力的重要手段,成本控制能力成为企业核心能力的重要组成部分。 另一方面,从目前我国房地产业的实践情况看,受企业内部环境等因素的影响,绝大多数房地产开发企业重视市场利润,忽视内部支撑,规范化程度不高,对于项目的成本管理缺乏足够的认识,存在着制度不完善、管理不到位等问题。 在房地产业日益精耕细作的背景下,要实现项目的利润最大化,对项目进行有效的成本控制,是项目成功的关键。在新的经济环境下,要在众多成本管理方法中寻求最有效、最合适的方法是房地产开发企业成本管理中的一个难题,如何从战略的高度认识成本,从项目开发全过程加强成本控制,以获取企业持续竞争优势,也是当代房地产业必须思考并亟待创新突破的问题。 本研究旨在通过分析北京某大型地产项目在成本控制方面存在问题、经验及原因,应用成本控制的理论和方法,寻求解决房地产项目成本控制规范且行之有效的方案与对策,在增强企业核心竞争力的同时,也为国内房地产开发企业加强项目成本控制体系的建立和健全提供借鉴。 关键词:房地产项目;成本控制环节;成本控制方法  
英文摘要:Abstract Since 1998, the State Council of China "on China's urban housing system reform introduced in stages to implement the program," the goal of housing reform introduced in accordance with the socialist planned commodity economy requirements, the realization of housing commercialization, China's development of commercial housing market has gradually developed, Since 2000, the real estate market is a booming, thriving posture, after nearly a decade of development, China's real estate market more and more standardized, more and more professional level of competition in the market and gradually intensified to promote real estate development toward large-scale enterprises, brand-oriented direction. After a two-way policy and economic adjustment, the real estate industry bound to rise gradually from the original super-normal profit margin levels return to the community. Political economics tells us that the full development of a growing market, a business in an invincible position in order to achieve maximum economic benefit, it must be the product cost-effective management and control to achieve intensive-effective development, thus truly developed to maximize profits. Similarly, the real estate company's products is its construction of the house, in the real estate market becomes more mature, in order to ensure the competitive advantage of corporate undefeated, we should give particular attention to the real estate costs, management and control, low-profit era of real estate development the strategic significance of corporate cost control and sometimes even more important than the size of the expansion. Strong comprehensive strength of many real estate development companies such as Vanke property, R & F Properties, Poly regarded real estate companies to create cost control to enhance their competitive edge as an important means of cost control capability to become an important core competence component. On the other hand, from the current situation of China's real estate practice by internal and environmental factors, the vast majority of real estate development companies pay attention to market profits, ignoring the internal support, standardized level is not high, the lack of project cost management sufficient knowledge of the existence of system is imperfect, management is not in place and so on. . In the real estate against the backdrop of an increasingly intensive in order to achieve the project to maximize profits, the project effective cost control is the key to success of the project. In the new economic environment, cost management in a number of methods to identify the most effective and most appropriate way is to real estate development enterprise cost management in a problem, how to understand the cost from a strategic height, from the whole process of project development and cost control in order to obtain sustainable competitive advantage, but also of contemporary innovation in the real estate industry must consider and urgently need a breakthrough problem. This study was designed by analyzing a large real estate projects in Beijing cost control problems, experiences, and reasons for application of cost control theories and methods to find solutions to real-estate project cost control practices and effective programs and measures in enhancing their core competitiveness at the same time, but also for the domestic real estate development enterprises to increase the project cost control system provide a reference for the establishment and sound.
