中文摘要: 判断项目群是否成功的一项重要因素是项目群能否按期完工,因此工期管理对于项目群管理来说是一项重要的内容。项目群工期计划管理是工期管理的第一步,是做好工期管理的基础,因此本文站在项目群建设总承包方的角度,从分析天津电力建设承包公司电网建设项目群工期管理问题入手,研究项目群工期计划管理的科学方法。 本文采用理论探讨、分析归纳和案例研究相结合的方法,首先对天津电力电网建设项目群工期管理中的问题进行了深入分析,在阐明项目群工期计划管理独特性的基础上,指出了影响电网建设项目群工期计划管理的主要因素,进而建立了电网建设项目群工期计划管理流程。 本文按照电网建设项目群工期计划管理流程,对项目群单项目工期估计、单项目按期竣工的可能性评估、单项目优先级排序、项目群关键资源配置及消除资源瓶颈以及制定项目群工期计划的理论和方法进行了阐述,在完善项目群工期计划风险预案和项目群工期计划管理方案的基础上,搭建了电网建设项目群工期计划管理方法的完整架构。 最后本文结合天津电力电网建设项目群实际案例对项目群工期计划管理方法进行了详细阐述。  
英文摘要: Whether a program could be completed on time is one of important technical criteria for a successful program, therefore, the scheduling management is an important step in the program management. Because scheduling-plan management is the first step and foundation of successful program scheduling management, through analysis of the grid construction program scheduling management problem of the Tianjin Electric Power Construction Contractor Company, the paper studied the scientific method of the program scheduling-plan management, in the position of the total contractor. The paper profoundly analyzed the problems in the grid construction program scheduling management, clarified the characteristics of the program scheduling management, and proposed the major factors influencing the program scheduling management. Then the paper established the management process of the grid construction program scheduling-plan management. According to the management process of the grid construction program scheduling-plan management, the paper clarified the theories and methods in regard with estimating the single project scheduling, evaluating the possibility of the single project being completed on time, defining the priority class of the single project, allocating key resources, eliminating the bottleneck and establishing the scheduling-plan form. In an effort to optimize the risk management scheme and the program scheduling-plan management scheme, the paper built up the complete structure of the grid construction program scheduling-plan management. Finally, the paper described the theory and method of the program scheduling-plan management in detail, by citing an actual example of the grid construction program in Tianjin Electric Power Construction Contractor Company.
