中文摘要:BOT(Build-Operate-Transfer),译为“建设-经营-移交”。是政府吸引外资或民间资本投资基础设施的主要方式之一。政府给以私人机构建设某项基础设施的特许权协议,并让其在特定时期内经营该设施,在年限期满后将此设施的所有权和经营权交还给政府。目前随着BOT模式的基础设施建设项目不断发展,它已经成为各国政府吸引私营机构参与国家基础设施项目投资融资的重要方式。 自20世纪80年代以来,我国就开始引进BOT模式,并在1984年开始实施深圳沙角火力发电B厂项目,这是我国的第一例BOT项目。从此以后BOT项目建设在我国开始逐渐增多,特别是到了20世纪90年代末期,BOT项目数目出现了大幅增长,但其中以外资BOT项目占大多数,这和当时国家、地方的政策引导有很大的关系,而且当时的民间资本在资本金、技术和管理方面与外资相比都还有比较大的差距。经过30年的改革开放我国经济取得了迅速的发展,民营、个体企业积累了大量资金并大幅提升了自己的技术水平和管理水平。虽然我内资(国民间资本)己经开始利用BOT模式进入基础设施领域的建设,但受到政策、体制和市场环境等方面影响,内资(民间资本)BOT实践的发展十分缓慢。2008年全球金融危机突然爆发,我国为消除其产生的影响而推出了“一揽子”的经济刺激计划,但在目前全国的基础设施建设处于井喷式需求的前提下,仅仅靠国家和地方政府的财政拨款是远远不够的,那么民间资本进入BOT模式的基础设施建设必是大势所趋。 本文通过对BOT模式的解析,分析了我国BOT项目中存在的一些问题。提出了政府应用全生命周期的项目管理理念对BOT项目进行全生命周期管理,并且应用项目进度管理对BOT项目进行科学、有效的管理。最后,针对平正高速BOT项目实施进行了较为全面的案例分析,并结合项目进度管理理论总结了成功经验。本文对政府有效运作内资BOT项目具有积极的参考意义并提出可供政府参考的内资(民间资本)BOT基础设施项目的管理方法。 关键词:BOT模式;民间资本;项目进度管理;全生命周期  
英文摘要:BOT (Build-Operate-Transfer) mode is one of the main way for the Government to attract foreign capital or private capital in infrastructural investment. The Government gives the private a agreement to build the infrastructure and in a specific period of time to operate the building, after the expiration the building ownership and management rights back to the Government. Currently with the BOT model in infrastructural investment projects becomes so popular, it has become one important way of investment for the governments to attract private in national infrastructural investment projects. Since the 1980's China began to introduce BOT model, and successfully implemented in 1984, the Shenzhen B Shajiao Thermal Power Plant Project This is the first case of BOT projects in China. From then on BOT projects in China began to increase, especially in the 20th century the late 90's, BOT substantial increase in the number of projects have emerged, but the majority are foreign-funded BOT projects. At that time national and local policy guidance has a great relationship, and private capital in the capital, technology and management, compared with foreign investment are still relatively large gap.
