| 中文摘要： | 电信市场激烈的竞争要求天津铁通在通信网络的建设过程中，要不断压缩建设周期，快速、准确的响应用户的各种通信需求。而电信设备建设工程是整个通信网络建设的核心内容，它具有时间进度紧、技术复杂、参与单位较多、地理位置分散的特点。 目前，天津铁通在电信设备安装工程的施工管理中缺少一定指导意义的管理模型框架，项目管理者 靠经验进行管理，往往导致项目实施过程中发生总工期超时、各阶段活动脱节，衔接不紧密等问题。针对上述情况，本文根据此类工程的特点，结合天津铁通IP城域网优化扩容工程的应用实例，分析天津铁通管理中存在的问题，以及影响工期进度的各种因素，结合现代项目管理知识进行项目时间管理研究，建立电信设备建设项目的时间管理模型，对时间管理计划的编制和控制两大框架内容的管理过程进行分析探讨，建立了适用于天津铁通的电信设备安装工程的时间管理体系。 本文为项目管理者提供了一个比较完整、清晰的项目时间管理框架，不但能够帮助项目管理者理清管理思路，提高管理水平和效果，还为类似项目的时间管理提供了参考和借鉴。 | |
| 英文摘要： | In the fierce competition of telecommunication market, China Tietong tianjin branch must constantly compress the period of construction , rapid, accurate in response to the needs of the users of communication. And settling the facilities is the core content of the telecom network construction. It has the features of narrow schedule, complicated technique, many department involved and dispersive positions. At present, the expansion and optimization of Tianjin Tietong IP networks is the typical project in telecommunications equipment projects. however, the lack of this model leads to the administrations work out just depend on their experience. This will result in overtime ,disjointed articulations and failed linking up. According to the problems above, based on the characteristics of the project, with this IP networks, tianjin Tietong expansion and optimization of the engineering application, the analysis of tianjin Tietong the problems existing in the management, and the influence of various factors, with the knowledge of modern project management, established for the telecommunication equipment installation project time management system. The author will discuss the schedule arrangement and schedule management and find the way which is fit for the administration of facilities settling schedule, besides, the author will do the detail research on the relevant management methods together with the instances of China Tie Tong Tianjin Branch. The paper will offer a whole and clear frame of project schedule to the administrators. It not only can help the relevant people clear the thoughts, but also enhance their level and effects, furthermore, it can support the experience and the reference to the schedule administration. | |
