中文摘要：	经济全球化形成了全球范围的有机经济整体，为我国经济持续健康发展提供了更加广阔的空间和前景，而石油行业一直是我国国民经济重点产业之一，石油行业也将获得更大的发展。同时我国已由往日的石油出口国转变为石油进口大国，我国的石油企业在市场中将面对激烈的竞争。现代信息技术的发展要求石油企业必须进行信息化建设, 企业资源计划（ERP）正是在这种背景下应运而生的。我国ERP项目实施初期大多缺乏充分的论证和规范的流程，国内ERP实施案例中，能够达到企业预期的不足10%。其中最大的原因就是可行性分析阶段论证工作不充分。而可行性分析阶段论证工作的效果不好，又与缺少符合国情的可行性分析方法和评价标准有很大的关系。 本文通过对国内外石油企业信息化建设的发展现状进行对比分析，发现国内外石油企业之间的差距，对我国石油企业信息化建设发展趋势做了分析预测；在此基础上，引出石油企业信息化建设的热点—企业资源计划系统（ERP）；分析了当前我国石油企业ERP系统建设的必要性、对提升石油企业管理水平的促进作用及存在的问题；提出了我国石油企业ERP系统建设的目标、原则、实施步骤和具体策略；在此基础上对石油企业ERP实施能力问题进行研究，分析石油企业成功实施ERP的内部、外部影响因素及具体的实施能力，包括资金的利用能力、管理的能力、人员的选择与使用能力、产业环境的协调能力，并以具体的能力指标进行测评；最后以中国海洋石油公司的ERP系统建设实施作为案例，通过相应的分析和考核，判断其是否具备实施ERP的能力，在具体实施细节上，给出了具体的改进建议。
英文摘要：	The economic globalization create a the magnificent prospect for the sustainable and healthy development of China's economy, the oil industry is one of our national economy of key industries,it will have a greater development in the future.China has no longer a oil exporter but a major importer of oil, Our country's petroleum enterprise will face the keen competition in the market. The development of modern information technology request that petroleum enterprise must carry on the informationization construction, the Enterprise Resources Plan (ERP) is precisely arises at the historic moment under this kind of background. The initial period of our country ERP project implementation mostly lacks the sufficient evidence and standardized processes. The domestic ERP implementation case can achieve the enterprise anticipated insufficiency 10%. One of the biggest reason is feasibility analysis phase of the feasibility study is not fully.But the feasibility analysis demonstrates the inadequate stage work, and lack of feasibility analysis method accords with national and evaluation standard has the very big relations. This article attempts to domestic petroleum enterprise information construction process and the present situation of the development of comparative analysis,found the gap between the enterprise and oil, petroleum enterprise informationization development trend analysis and prediction, analysis of the neediness in the implementation of ERP in oil industry currently, analysis of the promoter action of the petroleum business management level. Proposed ERP system construction of China's oil companies the objectives, principles, implementation steps,and specific strategies. Based on the upwards,we research the issue of the ERP implementation capability,and analysis of petroleum enterprise the successful implementation of ERP internal, external factors and the specific implementation Capability, including fund use ability, management ability, personnel's choice and use ability, industrial environment coordinated ability, And carries on the evaluation by the concrete ability target. Finally this paper take the ERP construction of CNOOC as to measure the overall Capability of its ERP implementation, and gives some specific Suggestions for improvement.
