| 中文摘要: | 社会的转型对我国地方政府提出了更高的要求,主要体现在如下几方面:构建和谐社会、建设创新型国家、建设服务型政府以及管理和应对突发事件。而在这种情况下,地方政府组织模式改革的目标是什么以及如何改革就成为本研究的主要问题,该问题是在我国经济与社会飞速发展的环境下,根据我国地区发展对地方政府的新要求而提出的,研究的根本目的是为了使地方政府的组织模式与地区发展的新要求相适应,通过地方政府项目导向型组织模式的建设,促进和推动地区经济与社会的不断发展。 从目前对于地方政府组织模式的研究情况来看,经济与社会的飞速发展使得现有的理论已无法很好地与之相适应,在这种情况下,许多学者从不同的领域与不同的角度对地方政府组织模式进行了研究,并提出了许多不同的观点,但尚未形成完整的针对我国地方政府组织模式的理论框架与研究框架,研究结论也缺乏相应的系统性。 为了突破现有的地方政府的组织模式研究的局限,本论文使用了相对独特的研究视角,即:组织管理与项目管理的视角。由于上述新任务与日常行政管理与审批不同,是具有独特性的,因此本研究认为对于这些独特性任务的管理需要使用项目管理的方法和适合项目管理的组织模式,即项目导向型组织。 本论文在确定研究框架时使用了多学科交叉的系统研究方法。在分析提出地方政府项目导向型组织模式时使用了系统集成研究的方法,在提出地方政府项目导向型组织建设方法时使用了理论推演的方法,以及在证明所提出的地方政府项目导向型组织模式时使用了案例分析的方法。 本论文的内容主要包括我国地方政府新要求与新任务的分析、地方政府项目导向型组织模式的设计与建设方法研究以及地方政府项目导向型组织的全面集成研究三个方面。首先对现有理论进行了系统分析并提出了其中存在的不足,然后研究了社会经济发展对我国地方政府组织模式的新任务以及与这些新任务相适应的组织模式的基本模型并得出了我国地方政府应采用项目导向型组织模式的基本结论,之后,进一步研究给出了与这些新的任务相适应的地方政府项目导向型组织模式的具体表现及其建设方法,研究得出了在各种新形势和新任务要求的情况下,地方政府应采用项目导向型组织的总体结论和地方政府应采用二元化的组织结构和灵活的工作方式以及应采用项目导向型的决策方式三个具体结论。另外,本论文对面向各种新任务的地方政府组织模式的全面集成进行了研究,包括组织要素集成与不同维度的集成两个方面的集成模型和方法的研究。 本论文的主要创新点体现在如下几个方面。 1.研究并提出了地方政府项目导向型组织模式研究框架 本研究所提出的地方政府项目导向型组织模式的研究框架具体包括两个主要组成部分,一是地方政府项目导向型组织模式设计的研究框架,二是地方政府项目导向型组织建设的研究框架,研究框架的提出丰富了现有理论,主要包括政府组织理论、组织变革理论与项目管理理论。 2.提出了面向不同新任务的地方政府项目导向型组织模式的系列模型 本研究在分析了我国地方政府所面临的各种新任务的基础上,提出了面向各种新任务的地方政府项目导向型组织模式基本模型以及各种组织模式的建设过程模型,这一系列模型构成了一个有机的整体,丰富完善了现有研究领域的研究成果。 3.出了地方政府项目导向型组织的结构、工作方式与决策方式 通过对面向不同新任务的地方政府项目导向型组织进行深入研究,得出了相对统一的地方政府项目导向型的组织结构、工作方式与决策方式。上述研究结论丰富了现有的理论,并对实践有一定的指导意义。 4.提出了地方政府项目导向型组织集成的系统模型与分步集成的方法 本研究在针对不同新任务开展的地方政府项目导向型组织模式研究的基础上,进一步开展了地方政府项目导向型组织的集成研究,并提出了系统的地方政府项目导向型组织集成的模型,形成了组织任务集成方法、组织结构集成方法、组织构件集成方法和分步集成方法为主体的地方政府项目导向型组织集成的方法体系,体现出本研究在研究方法方面的创新。 总之,本论文是从相对独特的视角对我国地方政府组织模式进行了具有一定开创性的研究,通过研究工作得出了系统的地方政府项目导向型组织模式的模型与方法体系,并形成了有机统一的整体,以期对地区的发展提供更强大的动力和更有力的支持。 | |
| 英文摘要: | Social transformation in China has much affection to the whole country. One of them is arising new requirements to the local government. The four new requirements are as follow: Construction of Socialist Harmonious Society; Building Innovation-Oriented Country; building service government; and Emergency Management. In this condition, the aim of local government organization transform and how to transfer are the main question of this dissertation. The core question rose from the new assignment to the local government by the development of society and economy. The ultimate aim of this research is to find a new kind of local government organization mode to adapt the new requirements of society and economy. By the construction of project-oriented organization to promotes the development of local economy and society. By reviewing the correlative literatures, we found that most of the old theories can not adapt the new development of local society and economy. So many scholars researched on the local government organization mode by different way and in different domain. They had bring forward many points about this, but haven’t got a integrate frame of theoretic and research, and also haven’t got a systemic research conclusion. In order to breakthrough the localization of local government organization mode, unique research angle of view is used. That is the organization management and project management angel of view. Because these new assignment are different from the requirements of traditional administration management. These new assignment are very unique. Local governments have to use new organization mode to management these unique assignments. The new organization mode is a kind of project-oriented organization. System research method of multi-specialty is used to confirm research framework; integration research method is used to analyze the project-oriented organization of local government; theoretical evolvement method is used to bring forward the construction way of project oriented organization in local government; and case study is used to prove the conclusion. So this research is a complexity system research of different specialty. The context of this dissertation is as follow: new requirement and assignment research on local government in China, design and construction method of local government project-oriented organization mode, integration research on local government project-oriented organization. First, literature review about government organization mode, government organization reform and project-oriented government was done to find the limitation. Then, new assignments of society and economy, new organization mode of local government are analyzed. The basic conclusion of chapter three is: local government in China should be constructed to project-oriented organization. Then, four incorporate project-oriented governments are bought forward. There are four conclusions in these four chapters. They are one basic conclusion and three utensil conclusions. The basic conclusion is different new assignment need different utensil mode of project-oriented organization. Three utensil conclusions are: local government should use binary organizational structure; local government should use flexible working method; and local government should use diversification decision-making method. After these, the four utensil project-oriented government is integrated. The dimensionalities of integrate research are organization factor integration and different dimensionality integration model and method. The main innovation points are as follow: 1. bring forward the research framework of local government project-oriented organization mode. The research framework including two pars, one is the research framework of local government project-oriented organization mode design; the other is research framework of local government project-oriented organization construction. These research frameworks have enriched relative theoretic as government organization theoretic, organization transformation theoretic and project management theoretic. 2. in this dissertation, series model of local government project-oriented organization for different new assignment had been brought forward. By analyzing four different new assignments, four different local government project-oriented organization modes were researched. These four modes made up a organic integer to abundant relevant theoretical. 3. this dissertation had brought forward local government project-oriented organization structure, working method and decision-making method for different new assignments. By lucubrate on local government project-oriented organization mode for different new assignments, this dissertation had put forward uniformed local government project-oriented organization structure, working method and decision method. These conclusions had enriched theoretic and can be guidance to the practice. 4. this dissertation had brought forward step-by-step integrate method of local government project-oriented organization. After research on local government project-oriented organization for different new assignment, project-oriented organization integration research was developed. In this part, local government project oriented organization integration model was researched, and organization assignment integration method, organization integration method, organization component integration and step-by-step integration method had made up a system of local government project-oriented organization integration. This is the innovation of research method. This dissertation is an innovated research on local government project-oriented organization mode in China by unique angle of view. A systemic local government project-oriented organization mode and method are concluded to sustain the development of local economy and society. | |
