中文摘要: 伴随着我国市场经济的快速发展,企业间的竞争也日趋激烈。加强人力资源管理日益成为增强企业核心竞争力的手段之一,绩效管理作为人力资源管理的重要环节,越来越多的管理者意识到其重要性。从目前的情况来看,许多企业管理者在思考和解决绩效管理问题时,依然将目光集中在绩效考评、员工培训、收入分配等方面,虽然也收到了一定效果,但根本问题却没有得到解决。增强企业的绩效管理能力,关键是要有一套完善、科学、符合企业自身特点的绩效管理体系,建立高绩效文化,不断改善和提高绩效,从而增强企业的竞争力。如何以一种系统的眼光审视企业的绩效管理问题,透过表象洞察本质,找到能真正解决问题的思路和方法,实现绩效管理实质性的突破和变革,无疑具有重要的意义。 本文从对UC集团公司治理结构、人员结构及现有的绩效管理现状分析入手,查找出了企业管理特别是绩效管理过程中存在的问题。针对这些问题,对集团的绩效管理体系进行优化设计。首先根据企业的战略发展目标,细化分解出了二级单位及员工的关键绩效指标,利用层次分析法确定出各项指标的权重,构建了集团关键绩效指标体系(KPIs);其次选择了绩效考评方法,明确了绩效考评主体和周期,形成了集团的绩效考评方案;最后对绩效管理保障体系进行了设计。 
英文摘要: With the rapid development of market economy, construction enterprises in our country are facing more and more fierce competition. As a kind of human resource management tool, performance management is considered as the lasting Power for growing up and development of enterprises. So lots managers have woke up to the importance of performance management and done a great many efforts and focus on performance measurement. Yet it works a little. A great deal of construction enterprises in our country don’t set up scientific performance management system which is suit of national and enterprise conditions. So, the domestic theory circle and enterprise pay close attention to set up effective performance management system. Therefore, it is bound to be great significant if we can scan state-owned enterprises' performance with a systematic attitude and search a new approach to make breakthrough and innovation in performance management. Basing on the introduction of the current situation of the UC Group, the author finds out the problems about performance management of UC Group and analyses the cause of the problems. In this thesis key performance indicators system is set up, and the things that should be paid attention to and regulation guarantee in the course of implementing are pointed out.
