| 中文摘要: | 项目管理是一种综合应用理论和经验知识,在各种资源约束条件下寻求最佳实现预定目标的组织安排和管理的方法。它能使复杂的工作变得简单而清晰,有助于我们了解工作的整体结构和流程,指导我们每一步的工作。项目管理的很多理论与方法不仅能在建设项目使用,在别的领域也有很好的指导作用。 本文结合近些年通信市场的变化和大客户通信网络建设项目需求增多的实际,指出了目前某些电信公司在投资项目评估中出现的三个主要问题(评估流程的不清晰和评估活动重点不明确,进度安排缺乏计划),并分析产生问题的原因和造成的后果。然后,综述了项目管理的理论体系的内容和研究成果以及目前的应用现状;最后,根据项目管理理论的特点,结合实例尝试将项目管理的方法引入到电信投资项目评估中去解决问题。通过运用项目管理的时间管理的方法和运用项目沟通管理的方法,进行设计和控制评估流程,尽量使流程清晰,工作重点突出,提高内部工作效率,增加两方人员的信任度,减少项目设计等问题达成一致的时间。保证按时的高质量的完成电信投资项目的评估工作。以期望对通信企业人员了解评估的整个流程和重点活动以及重点数据有所帮助,和有助于项目的评估工作在按时、高效的状态下完成。 | |
| 英文摘要: | The Project Management is a method of organization arrangement and management, which looks for the best way to realize the scheduled target under the resource restriction by applying theories and experienced knowledge comprehensively. It can make the complicated work to be simple and clear, assist us to well know the project structure and process, then guide our each step forward. There are lots of theories and methods, which can be not only used in construction project, but in other fields as well. This thesis points out three key problems (evaluation process unclear; evaluation emphasis uncertain; eack schedule of step arrangement) related with project investment evaluation in some telecom companies, by linking current change of the telecom market and key accounts’ demand increasing of telecom net establishment. The thesis, at the same time, analyses problems’ causation and followed results. Then, it summarizes the contents of project management theories and research results and today’s application. Finally, according to the specialty of project management, combine with instantiation research, try to use the methods of time management and communication management in project management, to design and control evaluation process and let the whole process more clear, key points more prominent; to improve work efficiency; to increase trust between two parties; to decrease project design duration, etc.; to assist the practitioner to well know the whole process and key points helpfully; then to ensure the completion of telecom project evaluation in time with high quality. | |
