中文摘要：	当今银行业正朝着经营国际化、业务全能化方向发展，在业务经营过程中，众多的风险因素与银行的生存和发展相伴而生。同时，金融管制的放松、金融业的逐步开放以及市场竞争的激化也促使银行更多地涉足到高风险领域中。在这种背景下，完善的风险管理无疑成为了保证商业银行持续稳健发展的关键。而由美国次级贷款危机所引发的全球性金融危机暴露出的却是包括银行在内的各方对风险管理的严重忽视。金融危机带给商业银行的教训是要回到最基本的层面，回归到风险管理的根本基础。尽管随着股份制改革的不断深化，我国商业银行日益与国际先进银行趋同，在规范风险管理环境、合理设置风险管理流程等方面都实施了较为有效的管理和监控，但现行的风险管理框架与国际先进商业银行的管理模式以及与巴塞尔新资本协议的要求还有一定的差距。对于国内商业银行来说，当务之急是参照《新巴塞尔协议》的要求构建全面的风险管理体系。 本文正是以此为背景，从对金融危机产生根源入手，指出对风险的漠视是导致金融危机的元凶，因此要加强金融机构的风险管理；《巴塞尔协议》银行业风险管理的最佳实践和指引，商业银行的风险管理离不开对《巴塞尔协议》的实践；北京银行应该以《巴塞尔协议》为指导，建立全面的风险管理体系。基于上述逻辑关系，本文在引入商业银行风险的概念和风险管理理论的基础上，重点分析了北京银行风险管理发展阶段、现状及存在的问题，北京银行全面风险管理系统的构建以及北京银行全面风险管理体系的实施与完善等内容，以期对北京银行的风险管理提供有益的政策建议。
英文摘要：	The banking industry is currently developing under a way toward business integrated and internationally. During the period of banking business operation, many risk factors appear with the development of banking industry. Meanwhile, due to loosened financial regulation, opening market and heated competition the banking industry has been led to more risky area. Thus to improve risk management system becomes the key point to keep commercial banks in a stable development way. The global financial crisis shows how badly the banks keep an eye on risk management and it request them turn back to the basic aspect of risk management. Although the domestic commercial banks keep up with the international banks in the aspects of risk management environment, risk management procedures we still have a long way to go. It is quite urgent to create total risk management systems according to Basel Ⅱ. Upon the above background, this dissertation analyzes the key factor that caused the crisis and explains how we should do to enhance risk management in bank of Beijing and avoid the loss according to Basel Ⅱ. To perform the research, the dissertation firstly demonstrates the concept and theory of risks management, secondly shows the risk management steps and situation of bank of Beijing and then put forward the sketch of total risk management systems of our bank. Finally makes the policy proposal to carry out and improve the risk management systems.
