| 中文摘要: | 随着金融全球化发展,我国金融逐渐对外开放,外资银行的进入为中资银行带来机遇的同时,也引起了激烈的竞争。在当前的金融业界中,“风险为本”的管理已成为国际银行业普遍认同的管理模式。操作风险是商业银行除信用风险、市场风险外面临的主要风险,作为一项新增的重要内容,被明列于《新巴塞尔资本协议》中,日益引起理论界和实务界的关注。金融全球化、金融创新和信息技术的发展,都使得商业银行操作风险日益突出,操作风险管理水平直接影响到商业银行稳定运营。加强操作风险管理水平,识别并有效管理操作风险,保证商业银行健康稳定发展,成为银行业共同关注的问题。 运营部作为商业银行业务处理的中后台部门,承担了大量业务集中处理工作,在业务流程中处于关键位置,研究我国国有商业银行操作风险管理存在的问题,分析其成因并提出改善运营操作风险的管理机制,有着重要的理论和实践意义。在理论方面,相关学者和从业人员对操作风险的监管以及如何开发适合我国国情和商业银行发展现状的操作风险管理方法的研究很少。随着我国商业银行面临的操作风险压力越来越大,如何根据我国国情和商业银行发展现状,分析我国商业银行运营过程中操作风险管理存在的问题,针对这些问题提出完善操作风险管理的相关建议,对丰富和完善商业银行风险管理理论,有着重要的理论意义。在实践方面,我国商业银行操作风险管理尚处于起步阶段,操作风险的管理意识薄弱,管理方法相对落后,管理经验不足,软硬件设备不够先进,发现危机和应对危机的能力相对较弱。商业银行操作风险管理对商业银行意义重大,建立适合我国商业银行发展现状的操作风险管理体系,并从各方面保证有效实施,对于保证我国金融体系安全、稳定发展有着重要的实践意义。 本文作者将实际工作与理论知识相结合,以期深入认识我国商业银行运营操作风险管理现状,构建我国商业银行运营操作风险管理机制,并通过中国银行天津分行运营操作风险管理的案例分析,力求更加准确定位其运营部职责,完善相关内控制度、建立有效的激励约束机制、完善风险流程管理等,提高中国银行天津分行运营操作风险管理水平,防范运营操作风险损失,并为我国商业银行运营操作风险管理水平的提高和银行风险管理水平提供借鉴。 | |
| 英文摘要: | With the development of financial globalization, China's financial market has opened up gradually. The enter of foreign banks not only brought opportunities for Chinese-funded banks, but also caused a fierce competition. In the current financial industry, the "risk-based" management model has become generally accepted by international banking. In addition to credit risk and market risk, operational risk was clearly presented in the "New Basel Capital Accord" as an additional important element of commercial banks’ main risks, and has caught growing concerns of theorists and practitioners. Financial globalization, financial innovation and the development of information technology have made operational risk of commercial banks become increasingly prominent, and the operational risk management directly affects the stability of commercial banks’ operating. Strengthening the management level of operational risk, identifying and effectively managing the operational risk, ensuring healthy and stable development of commercial banks have become common concern of the banking. As a back office for the processing of commercial banking business,the operation department has undertaken a lot of work of business focus, and is at a critical position in the business processes. Studying the problems of operational risk management in the state-owned commercial banks, analyzing their causes and putting forward proposals to improve the management system of operational risk, have important theoretical and practical significance. In theory, the relevant scholars and practitioners have done little research on the monitoring of the operational risk, as well as how to develop operational risk management approaches suitable to China's national conditions and the development status of commercial banks. As China's commercial banks face increasing pressure of operational risk, how to analyze the operational risk management problems in the process of China's commercial banks operating in accordance with China's national conditions and development situation, and put forward a sound operational risk management recommendations , have important theoretical significance to enrich and improve the commercial bank risk management theory. In practice, China's commercial banks operational risk management is still in its infancy, and the awareness of operational risk management is weak. Besides, the commercial banks are relatively backward and inexperience in the management of operational risk, lack of advanced hardware and software equipment, and have weak capacities to find out the crisis and respond to them. So the management of operational risk is significant for China's commercial banks. Establishing operational risk management system suitable to the development status of China’s commercial banks, and ensuring the effective implementation from all aspects have important practical significance for ensuring the safety and stability of China's financial system. The author combines the actual work with theoretical knowledge to better under stand the status of China's commercial banks operational risk management and to build operational risk management mechanisms for China's commercial banks. Through the case studies on the operational risk management of the Bank of China Tianjin Branch, this paper strives to be more accurately position the functions of operation department of China’s commercial banks, improve the related internal control system, and establish an effective incentive and restraint mechanism as well as a sound risk management of processes. As a whole, this paper has put forward proposals to improve the operational risk management level of Bank of China Tianjin Branch, and to prevent loss of operational risk, which provides a reference for the improvement of the operational risk management level of China's commercial banks. | |
