| 中文摘要: | 拆迁征地工作是地铁工程前期建设的重要环节,关系着工程后期建设的速度和质量,更制约着地铁整体工期的实现。因此,在实践中摸索和探寻一套科学、合理、有效的拆迁实施机制,对于推进地铁工程建设的顺利实施,具有十分重要的现实意义。 本论文阐述了天津地铁拆迁实施机制的现状,结合地铁一、二、三号线的建设经验,剖析了天津地铁现行拆迁实施机制的诸多不足之处,介绍了北京与上海地铁的成功经验和优秀做法,提出了天津地铁应在即将启动的地铁五、六号线拆迁征地工作中,建立“以市、区两级政府为依托、以沿线各区政府为主导、以区投公司和项目公司为融资平台”的地铁拆迁实施机制,明确区政府的地铁拆迁征地实施主体地位,充分调动区政府的主动性和积极性,利用区政府对区域行政职能资源的集成协调组织作用,协助区投公司和项目公司做好地铁五、六号线拆迁征地项目的资金筹措和具体实施。同时,在“地铁拆迁与沿线区域综合开发相结合”发展思路的指导下,各区政府根据本区域总体发展规划,结合地铁五、六号线车站位置和布局,自行划定地铁沿线及周边扩拆土地范围,实施土地整理和公开出让,拉动地铁沿线土地的迅速增值,吸引更多企业和项目的投资,为各区政府赢得丰厚的土地增值收益和税收收益,在实现地铁五、六号线功能性拆迁资金平衡解决的同时,推进区域经济的快速发展。 | |
| 英文摘要: | Demolition is an important part of metro pre-construction, which concerns about the speed and quality of latter part and restricts the overall project. Thus, it is a great significance to explore and research a set of scientific, rational, and effective demolition implementation mechanism in practice in order to promote the metro construction smoothly. This paper describes existing status of Tianjin metro demolition implementation mechanism and analyzes the shortcomings combined with Metro1, 2, 3 construction experiences. This paper also introduces the successful experiences and good measures of Beijing and Shanghai metro, and suggests that Tianjin metro should build a demolition implementation mechanism of metro line 5 and 6 in which the municipal government and regional government will be depended on; the regional government will become the main part; the regional investment company and the project company will become the financing platform. This mechanism defines the regional government as the main part of metro demolition, gives full play to the activity and enthusiasm of regional government, and uses the integration advantage of regional administration to assist the regional investment company and the project company in carrying through financing and demolition task. At the same time, according to the guideline which is described as a combination of the metro demolition and regional development, the regional government delineates the scale of surrounding demolition from the location of metro station and the regional development plan, implements the land arrangement and transfer. In this way, the land value is steady increasing; more companies and projects are attracted into the region; the regional government gains a huge land value increment and tax benefit which will balance the functional demolition fund of Tianjin metro 5 and 6 and promote the economic development in district. | |
