中文摘要：	本文以城市滨水区开发建设为研究对象，以城市规划学、城市经济学、城市经营、景观生态学等多学科为理论基础，采用文献研究、调查研究、比较研究、逻辑研究相结合的研究方法，对城市滨水区开发建设的历史概况进行了回顾与分析，找出其存在的问题和教训，以追求滨水区城市整体利益最大化为目标，进行城市滨水区的开发建设。通过对已有国内外优秀实例的分析，逐步摸索出滨水区开发建设的一些基本规律。最后立足于潍坊市的市情，通过实事求是的分析，找出潍坊市滨水区开发建设的存在的问题，从而引导潍坊市滨水区走向追求城市整体利益最大化的发展道路。全文除摘要、引言和结语外，共分为六部分： 第一部分是绪论。指出本文研究的目的与意义，研究的思路和方法以及研究的内容和框架，它是本论文研究的基石和主线。 第二部分首先简要介绍了城市滨水区概念的内涵和外延；接着回顾了国外滨水区开发建设的实践，通过对世界性城市滨水区开发的简介，总结和分析了其存在的问题和教训。随后对我国的城市滨水区开发建设的发展状况做了一个简要回顾。 第三部分是对潍坊市滨水区开发的现状及问题进行了总结与分析。该部分重点分析了潍坊市滨水区城市建设的特点和滨水区建设的现状和存在问题，为后面的论述潍坊市滨水区怎样开发建设作必要的铺垫。 第四部分是对潍坊市滨水区的建设从三个方面进行了分析，这是全文的重点之一。根据前面所作的回顾、介绍与分析，结合潍坊市的滨水区现状，提出了从景观、文化、生态三方面来指导潍坊市滨水区的开发建设，实现所提出的“追求城市整体利益最大化”的开发建设目标。 第五部分是对围绕着怎样实现第四部分所提出的潍坊市滨水区开发建设的目标而采取的具体措施以及怎样更好的塑造潍坊市滨水区的良好形象和扩大其知名度、美誉度而采取的策略，并特别强调开发前的充分调研是滨水区开发的重要前提条件。 第六部分是文章的结论与展望。潍坊市滨水区开发建设要紧紧围绕“追求城市整体利益最大化”这个目标，提出了城市滨水区景观、文化与生态三元并重的滨水区开发建设新理念。
英文摘要：	The thesis focused on development and construction of urban waterfront.Based on the theory of urban planning ,urban economics,urban management, urban landscape ecology, using the study methods of literature study, research and investigation,comparative study,and logic study,the thesis reviews and analyses the history of development of the urban waterfront and tries to find some problems and lessons.The thesis proposes that we should carry out development and construction of the waterside area in pursuit of the goal of maximizing the overall interests of the urban waterfront.Through analysis of some excellent examples at home and abroad, it managed to find some disciplines of development and construction in the waterfront area. Finally based on the situation of Weifang City, through a realistic analysis, the thesis manages to find existing problems of urban development and contruction of the waterfront district of Weifang city, so as to guide waterfront district of Weifang city towards the development path in pursuit of maximizing the overall interests. Except for abstract，introduction and conclusion,the thesis consists of 6 parts. The first part is introduction which points out the purpose and significance of this study, research design and methods, and research subject and framework.it is the cornerstone and the main line of this thesis. The second part briefly describes connotation and denotation of the concept of urban waterfront firstly; then it reviews the practice of the foreign waterfront development and construction, through brief introduction to the cosmopolitan urban waterfronts development, summarize and analyses their problems and lessons. Subsequently it makes a brief review to the development situation of China's urban waterfront development and construction. The third part summarizes and analyses the development status and problems of the waterfront district in Weifang city. This section focused on analyzing the urban construction characteristics of waterfront district of Weifang City and its current situation and problems , to make the necessary groundwork for later discussion on how to develop and construct the waterfront district in Weifang. The fourth part analyses the construction of Weifang City waterfront from three aspects, which is one of the emphasises of the full text. According to the previous review, introduction and analysis, combining with current situation of the waterfront district of Weifang city, it put forward that the Weifang City waterfront development and construction should be guided from three aspects of landscape, culture and ecology to achieve the the development and construction object of " pursuit of maximizing the overall interests of the city" . The fifth part puts forward the specific measures on how to achieve the objective of the fourth part and strategies on how to better shape a good image of the waterfront district of Weifang city and expand its reputation, and specially emphasizes on the full study before development is an important prerequisite for the development of waterfront. The sixth part is the conclusion and outlook. It puts forward the development and construction of urban waterfront of Weifang city should focus on the objective of "pursuit of maximizing the overall interests of the city " , and new idea of proposing urban waterfront landscape, cultural and ecological triple equal emphasis on waterfront development and construction.
