中文摘要：	随着工业和信息化部和国资委联合发布《关于推进电信基础设施共建共享的紧急通知》，开始了我国电信基础设施共建共享的历史性进程。电信资源共建共享是我国电信业集约化发展的基本趋势和根本要求。本文以北京电信为分析对象，通过理论与务实总结，剖析了电信基础设施共建共享的现状与存在的问题，研究3G时代背景下北京电信基础设施共建共享的策略，对于我国加速推进电信资源共享进程，可以提供一定的参考价值。 论文分为七章，逻辑结构安排上可以归纳为“背景分析-总结现状-探讨对策”的架构。在介绍我国推动电信基础设施共建共享的背景，总结引发政府规制的直接动因与促进电信资源利用效率之间的联系。在此基础上，指出了本课题的研究意义、主要研究内容及论证方法。接下来在了解了国内外有代表性的电信基础设施共建共享的模式与经验，同时针对国内目前共建共享取得的效果进行了认真的梳理。下一步通过北京电信已经付诸实践的电信基础设施共建共享模式，介绍了已经取得的阶段性成果，同时也分析了存在的不足和需要改进的方面。第五部分是依据目前的情况，针对北京电信共建共享的工作进行了研究，初步探索北京市电信业各方共建共享机制、建立北京电信内部的科学工作机制以及确定共建部分的产权和维护界面的策略。最后借助本文的研究方法，紧接着简要分析了共建共享工作给北京电信带来的经济效益和社会效益,总结了北京电信公司共建共享的模式，探索形成企业科学的公共性管理机制。
英文摘要：	With the issue of the “Urgent Notification on Co-Construction & Sharing of Telecom Infrastructure” by the Ministry of Industry & Information and the State Assets Administration Commission, China’s co-construction and sharing process of telecom infrastructure gets started. This thesis, which utilizes Beijing Telecom as an object as an object of study, via a combination of theory and practice, analyses the co-construction and sharing process of telecom infrastructure, especially the strategies and challenges existing under the present 3G development process. The paper is divided to 6 parts, to be defined as the following: Part 1 gives a background of co-construction and sharing process of China’s telecom infrastructure, summarizing the reasons for government initiatives in support of the co-construction and sharing; it also points out the significance, contents and reasoning of the study. Part 2 introduces typical co-construction and sharing experiences in foreign countries, which will serve as a reference for the study. Part 3 gives an illustration of co-construction and sharing process started so far in some local cities or provinces, since the start of China’s co-construction and sharing process. Part 4 reviews the mode of co-construction & sharing process in Beijing Telecom, analyses the achievement so far, as well as the improvement which needs to be made based. Part 5 studies the counter measures to be taken by Beijing Telecom under present situations, and discusses the cooperative mechanism of co-construction and sharing in Beijing, and to propose to establish a cooperating system as well as to determine the demarcation and ownership pursuant to co-construction and sharing development. Part 6 analyses the social and economic benefit brought by the co-construction and sharing. Summarizes the co-construction and sharing implementations, having formed some effective ways of doing, as well as to suggest that social development requires competition, cooperation and reduction of waste.
